Job Description:

Waste Permit Section
This engineering position reviews permit applications for solid and hazardous waste management facilities to ensure compliance with applicable design standards, rules, and regulations. Under limited supervision this position will review designs for municipal solid waste landfills, construction and demolition landfills, ash monofils, solid waste processing facilities, compost sites, and hazardous waste facilities. This position provides technical assistance and information to the public on solid waste management facilities; hazardous waste facilities; the Nebraska Environmental Protection Act; Nebraska Hazardous Waste Regulations, Title 128; the Integrated Solid Waste Management Act, Title 132; and other applicable rules and regulations.


NPDES & State Permits Section
This engineer will review permit applications to ensure compliance to applicable engineering rules and regulations. Under limited supervision they will review livestock waste control structures, wastewater treatment projects, and nutrient management plans. They will provide technical assistance and information to the public on livestock facilities, digesters, nutrient management plans, Nebraska Environmental Protection Act, Livestock Waste Management Act, Title 130, National Pollutant Discharge Eliminations System (NPDES) program, and other applicable rules and regulations.


Construction Permits Section
Under limited supervision: review air quality construction permit applications; determine sources and quantities of air emissions; determine applicable state and federal regulations; evaluate best available control technologies including economic analysis; interpret and evaluate engineering calculations and potential emissions to ensure any controls required adequately protect the environment and public health and safety; and design and develop construction permits that include permit conditions specific to the facility and its sources of air pollution including appropriate testing and monitoring to verify compliance with state and federal air regulations.


Engineering & Technical Assistance Section
An engineer is needed to review planning and design documents for municipal and industrial wastewater facilities, drinking water projects, public pool construction projects, private onsite treatment systems, and livestock waste control facilities. Work is performed under limited supervision of a higher-level engineer and is reviewed for accuracy and conformance of the final product to engineering principles, agency policies and regulations.

Work Schedule: Monday - Friday - 8:00 a.m. - 5:00 p.m. - Flexible schedules and 10-hour days may be available with management approval after a 6-month probationary period.

Requirements / Qualifications:




Minimum Qualifications: Bachelor's degree in an Engineering discipline. Must obtain Engineer Intern Enrollment (Engineering in Training Certification) within one year of employment.

Knowledge, Skills & Abilities:

nowledge of: Principles and practices of air/water/waste/wastewater quality management, and state, local and federal pollution control rules and regulations.



Skills: Excellent written and oral communication, analytical and judgment skills, computer skills.



Ability to: Read and write technical reports; interpret complex environmental regulations, and prepare concise and enforceable air quality permits; Relate well to people having various technical and non-technical backgrounds.
