Job Description:

The Manager, HSE and DOT is responsible for overseeing and ensuring compliance with the Department of Transportation (DOT) regulations and promoting a safe working environment for all West Texas employees. This position will partner with operations and human resources to implement safety programs, conduct audits, and manage training to ensure the company's operations are compliant with federal, state, and local laws and meet customer requirements. This individual needs to be able to foster a proactive compliance culture by encouraging open communication, leading by example, and promoting employee involvement in HSE initiatives.

Essential Duties and Responsibilities:

Compliance:
  • Collaborate with regulatory agencies and external stakeholders to address safety and DOT inquiries, inspections and audits.
  • Maintain up-to-date knowledge of local, state, and federal HSE and DOT regulations and ensure compliance with these standards.
  • Manage all regional HSE and DOT compliance and record keeping.

Safety Management:
  • Conduct thorough risk assessments for various operational processes, identifying potential issues, and recommending corrective actions.
  • Participate in emergency response planning, drills, and exercises to ensure preparedness for potential incidents.

Training:
  • Assist with new hire orientation and training.
  • Lead safety meetings and training sessions on proper practices and SOPs.

Incident Investigation and Reporting:
  • Investigate accidents, incidents, and non-compliance issues producing detailed reports and action plans for preventing future occurrences.

Aid with functional work assessments, occupation injuries, Worker's Compensation claims, drug and alcohol testing and any other related duties as required.

Qualifications:
  • Bachelor's degree, Degree in Occupational Health and Safety, Environmental Science or Engineering a plus. Advanced degree or relevant certifications are a plus.
  • Minimum of 5 years of experience in the oil and gas industry with a focus on HSE management.
  • Excellent communication and interpersonal skills to collaborate effectively with multidisciplinary teams.
  • Thorough understanding of industry-specific regulations such as OSHA, EPA, API, and other relevant standards.
  • Proven track record of developing and implementing successful HSE programs.
  • Strong analytical skills with the ability to identify and address potential HSE risks.
  • Proficiency in data analysis and report writing.
  • Experience in incident investigation and root cause analysis methodologies.
  • Ability to adapt to a fast-paced and evolving work environment.
  • Demonstrated leadership capabilities and the ability to influence positive change in HSE culture.
  • Willingness to travel to various work sites and locations as needed.
  • Must be able to read, write, and speak English.
