Cape Fox Shared Services (CFSS) is seeking an experienced Subcontracts Administrator (SA) to join our talented Chantilly based team. The SA will support the Contracts Department in providing Contracts and Subcontracts related services to the companies in both the services and construction industries. The Subcontracts Administrator will perform non-routine administrative and analytical tasks in one or more business support functions within the organization. This position reports to the VP, Contracts. Essential functions and responsibilities for this position may include:
Contracts and Subcontracts Administration
Supports Contracts and Subcontracts in Construction and Services sectors
Reading, Interpreting, and Modifying Agreements (NDA, Teaming, Subcontracts, Consulting)
Compiles and analyzes subcontract related data, enters data in multiple internal databases; and maintains historical information and documentation.
Reviews and analyzes subcontracts matters to ensure that they are understood and to inform team's strategy
Proactively identifies and analyzes subcontracting issues, solving standard/routine subcontract activities regulations and procurement policies and practices.
Independently conducts reviews of complex subcontract actions in all phases of the subcontract life cycle - develops and implements tactical action plans to address risks and opportunities. Proactively provides support to the development, review, and negotiation of subcontracts, modifications, subcontractor NDA and teaming agreements consistent with company policies.
Responsible for compliance and accuracy of the subcontracts administration for assigned portfolio. Reviews Federal solicitations and provides support for Subcontractor Requests for Proposals. Prepares documentation for inclusion in proposals in response to Subcontractor pricing, narratives, and consent requirements.
Develops skillset and knowledge to serve as a domain expert on selected areas related to federal subcontracts and acquisition-- Serves as the group SME for a selected acquisition/subcontracting topic.
Completes negotiations of complex and/or non-standard subcontracts, Tas and NDAs and other agreements.
Ensures timely filing and reporting of subcontract and contract data entry into various systems
Keeps team informed on all subcontracting standards, plans, and policies
Reading and Interpreting Solicitations, Contracts, and Modifications
GSA Schedule Reporting and Modification Acceptance
Uses judgement to identify risks or errors in contractual documents or scenarios
Understanding of CLINs and Subclins
Maintaining company profiles in the System for Award Management (SAM)
Reviewing, printing, responding to evaluations in the Contractor Performance Assessment and Reporting System (CPARS)
Submitting annual Contractor Manpower Reporting and Service Contract Act Reporting
Maintaining up to date spreadsheets that capture contract and company related data
Compiling and submitting data as required by insurance companies for audits and renewals
JOB REQUIREMENTS
Bachelor's Degree in Business Administration or a related business discipline, or the equivalent combination of education, professional training or work experience.
Must have at least three years' experience with Federal Government Contracts in Construction and Services environments
Possesses a deep knowledge and understanding of Federal Acquisition Regulations (FAR)
Strong familiarity with flow down clauses
Working knowledge of SAM, CPARS, GSA Reporting Systems, and GSA process for Accepting Modifications to GSA Schedules
Strong written and oral communication skills, organizational skills, and attention to detail.
Self-motivated with minimal oversight.
Must have excellent computer skills including Microsoft Word, Excel, PowerPoint, Outlook, and Adobe Reader Professional (or similar Adobe PDF compatible product).
Experienced with databases, spreadsheets, and SharePoint
Must be able to obtain and maintain Top Secret clearance.
