POSITION SUMMARY:

Engineering Technician V assists project or senior engineers in application of principles, methods, and techniques of civil engineering technology in computer aided drafting and design, quantity calculations, specification writing and review and report writing. The technician may also be required to provide construction observation services and may need to coordinate and observe the construction of road, bridge, storm sewer, drainage, water, sanitary sewer and other public or private construction projects assisting a project supervisor. The technician may be required to, with little or no supervision, effectively interact with contractors, clients and other SMA staff. The technician is also responsible for assisting project engineers and managers with scheduling and training for other technicians. The technician should also be able to complete milestone plan and constructability reviews.

RESPONSIBILITIES:
  • May be an active member of company technical committees.
  • Understand survey data, industry standards and regulatory requirements.
  • Assists in the analysis of reports, maps, drawings, tests, and aerial photographs to plan and design projects.
  • Prepares complex design computations and quantity estimates.
  • Performs design of portions of non-routine projects or entire routine projects under direction of project engineer.
  • Assists in the preparation of drawings and exhibits for reports, specifications, plans, construction schedules and permits for projects.
  • Instructs junior technicians to reduce design to final drawings.
  • Provides technical support to other staff in area of expertise - is a trainer and mentor to other staff. Is cross trained to have the ability to perform multiple duties.
  • Ability to work with little supervision.
  • Ability to access and utilize information databases.
  • May have the ability to provide GIS mapping and other related duties.
  • Responsible for job specific quality system tasks as defined in quality manual.
  • Confers with Engineering personnel and inspectors and supplier of tools and materials to resolve construction problems and improve methods.
  • Inspects work in progress to ensure that it is being constructed in accordance with plans and specifications.
  • Must maintain the daily record of construction work and inspection activities, including material quantities, various testing. Must be familiar with testing requirements and methods.
  • Able to read and understand construction bid documents including drawings, specifications, and contracts.
  • Maintains a red line set of construction drawings and assist contractor on RFI's review material submittals.
  • Attends various meetings as needed related to construction projects.
  • Must know the Standard Specifications for Water and Wastewater Construction, Road Construction and Building Construction in New Mexico and their application.
  • Receives inquiries and complaints from residents and coordinates response with Owner and Engineer.
  • Must be able to be a good communicator.
  • Must know how to scale and measure distances.
  • Must obtain measurements and report progress information and place on an Inspector's Daily Report.
  • Become thoroughly familiar with the plans and specifications for the job to be inspected.
  • Check and quantify materials before installation.
  • Point out potential problems to the contractor and project engineer and keep project engineer and supervisor informed of progress of project.
  • Must be able to follow and carry out specific instructions on an independent basis.
  • Must have basic math skills to compute quantities and costs when requested.
  • Must be able to interpret and implement company mandated safety policies. Be aware of and adhere to Contractor's Safety Plan.
  • Capable of handling the large and complex projects, including multiple trades and/or crews.
  • Capable of overseeing multiple projects with other RPR's.
  • Responsible for job specific quality system tasks as defined in Resident Project Representative Manual.
  • Assists Project/Senior Engineer with further developing the quality manual, as needed.
  • Ability to complete Constructability Review of design plans.
  • Ability to assist with data collection during planning and design phase.
  • Assists with training new staff in the Construction Observation position.
  • May supervise engineering technician or construction observer I, II, and III.
  • Performs other duties as assigned.

Salary Grade: $30.00- $43.00

JOB REQUIREMENTS
  • Minimum HS Diploma required, College degree preferably in the field of Civil Engineering.
  • Minimum of 10 years' experience in the construction industry with construction superintendent and management.
  • Minimum 6-year experience in construction inspection or the equivalent thereof.
  • Must be able to pass a drug and alcohol test and have an acceptable motor vehicle record to drive a company vehicle.
