Job Description:

Proposal Writer / Editor Stafford, VA The Proposal Writer / Editor will be responsible for preparing, writing, and editing competitive proposals in response to government solicitations such as Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Requests for Information (RFIs). This role requires a thorough understanding of the government procurement process, exceptional writing and editing skills, and the ability to collaborate with technical teams to translate complex information into clear, compelling narratives. ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Write and edit high-quality, persuasive proposals in response to government solicitations, ensuring compliance with all requirements.
  • Analyze solicitation documents (RFPs, RFQs, RFIs) to ensure proposals meet all government requirements, including formatting, technical specifications, and submission guidelines.
  • Work closely with stakeholders to gather information, develop technical content, and craft winning responses.
  • Contribute to the development of proposal strategies, including win themes, differentiators, and value propositions.
  • Develop and refine content that communicates the company's capabilities, past performance, and technical solutions, aligning with the specific needs of government clients.
  • Ensure all documents are clear, concise, and error-free. Perform detailed reviews for grammar, structure, and style consistency, while ensuring compliance with proposal requirements.
  • Maintain and update a library of reusable proposal content, templates, and past performance information, ensuring alignment with government standards and regulations.
  • Manage the proposal schedule to meet strict deadlines, coordinating proposal submissions and ensuring timely delivery to government agencies.
  • Assist with clarifications, revisions, and negotiations post-submission, as needed, to help secure contract awards.
  • All other duties as assigned.
EDUCATION & EXPERIENCE
  • Bachelor's degree in English, Communications, Business, or a related field.
  • 3+ years of experience in proposal writing and editing for government contracts.
  • Proven ability to write technical and non-technical content for government proposals, effectively communicating company capabilities.
  • Proficiency in proposal management tools (e.g., Microsoft Office, Adobe Acrobat, GovWin, or similar systems).
  • Experience with proposal development frameworks such as Shipley or APMP methodologies.

  • In-depth knowledge of government contracting processes and regulations, including FAR/DFAR compliance and other applicable rules.
  • Strong organizational skills with the ability to manage multiple projects and meet tight deadlines.
  • Attention to detail and ability to review and ensure compliance with government requirements.
  • Familiarity with government acquisition and procurement processes across the Department of Defense.
  • Experience writing proposals for various contract vehicles, including IDIQ, BPA, GSA Schedules, and GWACs.
  • Ability to manage the full proposal lifecycle from initial planning through final submission.
  • Knowledge of pricing strategies and cost proposal development for government contracts.
  • Handle sensitive information in a confidential manner.
  • Critical thinking skills and the ability to research and understand legal and financial implications.
  • A proactive positive attitude and the ability to work independently or as part of a team.
  • Demonstrated initiative, flexibility, and ingenuity with the ability to effectively achieve organizational established goals and objectives.
  • Extraordinary attention to detail and has strong organizational skills.
WORKING CONDITIONS
  • Capacity to sit for extended periods of time and maintain focus in an office environment.
  • Ability to climb stairs, as the building does not have elevator access.
SPECIAL POSITION NOTATIONS
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver's license, current automobile insurance, and a driving record that is acceptable to the company's auto insurance provider.
  • Daily travel in local area during workday (including use of personal vehicle).
  • Requires 0% - 5% travel.
