Job Profile Summary

Program Manager, OSP Engineering Construction oversees the successful completion of projects by collaborating with a wide variety of contacts in information technology, construction, engineering, Right of Way, and other outside entities. Responsibilities include managing relevant employees, setting deadlines, communicating with upper management about the state of the project, ensuring projects stay on track and on budget, and adjusting as needed to meet new requirements. Program Manager, OSP Engineering Construction oversees the planning, implementation, and tracking of deployment projects of telecommunication networks. This role defines the project goals, tasks, and resource requirements, and resolves or assists in the resolution of conflicts within and between projects.

Duties and Responsibilities (included but not limited to):

  • Ensures compliance with RUS and industry specifications with adherence to agreements.
  • Analyzes existing capacity and forecasts projected requirements to determine required construction/engineering and timing of projects and their costs.
  • Manages projects in accordance with approved agreements and the company's compliance program to maintain compliance with department's annual budget.
  • Designs and assists in coordinating the installation of subscriber carrier and other transmission systems. Assign cable counts to assist thereto with. Manages detailed construction and installation drawings, approves construction methods Estimates equipment, labor, and material. This may also include timelines or schedules for construction and cut over. Prepares and reviews as-built material and unit totals prior to close-out of each job or project.
  • Reviews invoices and verifies units placed against original estimates. Prepares, coordinates, and secures necessary permits, easements, and rights-of-way. Manages adherence to Engineering & Construction agreements and other documentation including change order requests.
  • Directs the result of the work, ensuring quality of labor and adherence to budget, for contractors providing services to Company's Engineering Department. Processes contractors' invoices and reviews for correctness in accordance with company policies. Schedules engineering jobs.
  • Adheres to compliance of Right-of Way for projects. Checks inspection sheets, price lists, work prints, and material lists. Identifies large jobs and manages the approval process of 515 contracts in accordance with the company's delegation of authority.
  • Assists on pre-bid 515 contract meetings. Identifies critical deadlines and ensures vendors stay on schedule. Represents the Company at meetings with clients, vendors, and agencies required to complete and fulfill company goals.
  • Reviews blueprints associated to company standards ensures high standards are adhered to. Works with other companies for co-locations of utilities. Works with OSP Supervisors to identify trouble areas. Reviews for accuracy and approval: Contracts, Material procurement, date extension requests, and all other necessary administration associated to the complete adherence of company accounting requirements.
  • Other duties as assigned.

Required Qualifications:

  • Minimum Years Experience: 4 - 6 Yrs.
  • Minimum Education: High School / Trade School or equivalent experience.

  • Excellent knowledge of telecommunications construction and engineering practices and principles. Advanced knowledge of transmission qualities and capabilities of copper and fiber plants. Advanced knowledge of the understanding of FTTH, FTTB, and FTTN design and implementation. Familiar with complete MS Office Suite. Ability to compose ACAD files and Viso files.
  • Advanced knowledge of the electronics and apparatus needed to support the advanced services technology. Advanced knowledge of plant record-keeping; experience with fiber and copper plant preferred. Advanced knowledge of industry regulations affecting engineering projects including NESC Safety Regulations DOT, OSHA, MSHA, State, County, municipal and Federal USDA (RUS) guidelines.
  • Excels in problem identification and resolution. Excellence in oral and written communication. Excels in reading and interpreting technical documents and forms including work orders, staking sheets, schematics, and specification manuals.
  • Ability to communicate with customers, co-workers, and various business contacts in a professional and courteous manner. Ability to organize and prioritize multiple work assignments. Ability to pay close attention to detail. Ability to work independently. Ability to make sound decisions using information at hand. Ability to effectively function as a team member.
  • Project management experience.

Preferred Qualifications:

  • Bachelor's degree in engineering/construction or equivalent experience.
  • 10 years of OSP engineering and construction contract experience.
  • 10 years of experience as a supervisor/manager.
  • Familiar with MapCom M4 software a plus.
