Purpose of the Job

The Project Engineering Director is responsible for the overall performance of the Wayside Projects Engineering organization, which includes Systems Engineering, Applications Engineering, Verification & Validation, and Test & Commissioning across all KB Signaling engineering sites. This role ensures projects meet scope, quality, schedule, budget and technical performance targets while fostering a high-performance engineering culture.

Performance Measurement

• Adherence to Project Engineering Work Package (scope, quality, schedule, budget and technical performance) including customer approval of project solutions
• Adherence to department budget and utilization targets
• On-time project staffing with right skills in the appropriate roles
• Adherence to engineering processes aligned with project complexity
• Development of team competency and continued growth

Responsibilities

• Develop and execute the project engineering delivery plans that meet scope, quality, schedule, budget and technical performance targets
• Foster a culture of ownership, accountability and trust while developing engineering talent
• Lead, mentor and empower department heads and managers
• Oversee personnel development and improvement plans in coordination with Human Resources

• Ensure projects are staffed with appropriate skills and resource levels
• Manage and report on team workload and capacity
• Ensure delivery of competitive and achievable engineering proposals and estimates during tenders
• Utilize Best Cost Countries and subcontractors to enhance results and maintain competitiveness
• Promote continuous improvement by sharing lessons learned (REX) and best practices
• Collaborate with Project leaders to define engineering strategies, including organizational structure, processes, communication and certification needs

• Collaborate with Platform Development Director to align on objectives during development projects

Qualifications

• 10 or more years in the Railway Signaling domain
• Bachelor’s Degree required and/or advanced degree preferred
• Outstanding leadership, problem solving, communication and analytical interest and proven skills in leveraging data (from self and others) for improvement
• Strategic planning experience in translating leadership vision into executable strategies and initiatives
• Capacity to lead and influence remote teams and make sound decisions
