Job Description:

In support of a Marine Corps Systems Command customer, we are seeking a Program Analyst III with experience in supporting DOD Federal acquisition programs, knowledge of policy, principles, and organizational protocols.

Responsibilities:

Program Analyst provides analytical support in any of the following disciplines: engineering, science, business, financial, cost, or program management. Typical duties performed may include analysis, design, development, testing, integration, logistics, program management, cost, financial, or management analysis, or maintenance of systems, processes, programs, offices or products. Develops and/or reviews acquisition documentation, program reports, papers, drawings, specifications, procedures. The specific requirements and tasks may include, but are not limited to the following:

  • Support PdM ES with all aspects of program management, to include, but not limited to, acquisition strategy research, drafting and updating documents for PdM ES programs, and maintain configuration control of those documents;
  • Report directly to the Deputy Product Manager for PdM ES;
  • Ensure PdM ES level tasks are tracked, executed, and reported;
  • Work closely with program and contractor staff in various competencies including logistics, engineering, development, and integration;
  • Follow-up on tasks assigned to the team level;
  • Gather information from various data sources (information systems and key personnel) to synthesize coherent responses to task for review and submission;
  • Participate in meetings to gather and document requirements and explore potential solutions;
  • Participate in technical reviews and inspections to verify 'intent of change' is carried through each phase of project;
  • Assists in planning and designing business processes.

Education/Experience:

High School Diploma or GED required. Bachelors is preferred with ten (10) years of relevant experience in engineering/science management, operations research analysis or financial/cost analysis. Experience shall include collection, review, and analysis of information to make recommendations to the Government. Six (6) years of direct experience may be substituted for a master’s degree.

Applicant should have completed the following Defense Acquisition University (DAU) courses:

  • ACQ 1010 Fundamentals of Systems Acquisition Management
  • ACQ 2020 Intermediate Systems Acquisition, Part A
  • LOG 1000 Life Cycle Logistics Fundamentals

Specific/Preferred Requirements:

  • Prior experience within Marine Corps Systems Command;
  • Extensive background in the Joint Capabilities Integration and Development System (JCIDS);
  • Extensive background in the JCIDS writing process;
  • Extensive background with Military Writing requirements;
  • Have Familiarization of United States Marine Corps (USMC) Force Design 2030; and USMC Installations and Logistics 2023;
  • Develops, reviews, and updates acquisition documentation, to include, bit not limited to Statement of Work (SOW) and Single Acquisition Management Plan (SAMP);
  • Have familiarization with the Clinger Cohen Act of 1996, also known as the Information Technology Management Reform Act (ITMRA);
  • Have familiarization with Acquisition program baselines;
  • Have familiarization with TOPIC database;
  • Have familiarization with Integrated Logistic Assessment (ILA);
  • Have familiarization with and the ability to access to the following applicable federal logistics websites and tools to include, but not limited to:
    • Enterprise Task Knowledge Management Software II (ETMS2);
    • Global Combat Support System Marine Corps (GCSS-MC);
    • Total Force Structure Management System (TFSMS);
    • Total Life-cycle Management Operational Support Tool (TLCM-OST);
    • Technical Data Management-Publications (TDM-PUBS)
    • Web Federal Logistics Information System (Web-FLIS);
    • DLA Federal Logistics (FedLog);
    • USMC Logway (LogTool);
    • MARCORSYSCOM Vital Information Portal for Enterprise Resources (VIPER);
    • Intel Link;
  • Experience conducting research and data/trend analysis on weapon systems to support readiness and cost optimization;
  • Have familiarization with Government property accountability policy/procedures and FIAR methodology;
  • Familiarization with Government property accountability policy/procedures and FIAR methodology;
  • Develop conference or meeting agendas and minutes;
  • Proficient in MS Office products (Word, Excel, Project, PowerPoint, and Teams);
  • Ability to adapt to fast paced and changing environment;
  • Excellent communication skills both oral and written;
  • DAWIA II Required, DAWIA III Preferred
