Job Description:

The Project-Based Voucher (PBV) Program Manager is responsible for administering the PBV application process and preparing policies and procedures to ensure compliance with applicable regulations and to further CHA's goals. The Manager will ensure portfolio compliance with PBV Regulations (24 CFR Part 983) including recent laws such as the Housing Opportunity Through Modernization Act of 2016 (HOTMA). The Program Manager will handle special projects, as necessary. This position reports to the HCV Deputy Chief PBV and Homelessness.

DUTIES AND RESPONSIBILITIES

PBV Development and Asset Management:
  • Manages the PBV application process, including application review, facilitation of evaluation committee meetings, debriefings for applicants, and site visits.
  • Oversees internal processes to establish Agreement to enter into a Housing Assistance Payment (AHAP) contracts and Housing Assistance Payment (HAP) contracts.
  • Coordinates environmental review, Subsidy Layering Review (SLR), and Davis Bacon submissions to secure required approvals from the appropriate entities.
  • Oversees and processes for Mod Rehab to RAD2 conversions.
  • Oversees HAP amendments and extension processes.
  • Structures and oversees compliance for a portion of the PBV portfolio that the CHA contract manages, including serving as a point of contact for various HUD reporting and audits.

Supervision
  • Provides supervision to PBV Program Analyst.
  • Coordinates with PBV Specialist for HAP compliance.
  • Serves as a management liaison to the Leasing and Owner Services teams to ensure timely and compliant efforts.
  • Maintains working knowledge of HUD regulations related to the Project-Based Voucher (PBV), Rental Assistance Demonstration under the second component (RAD2), and Housing Choice Voucher (HCV) programs. Stays abreast of local, state and other federal regulations pertaining to subsided housing including but not limited to Public Housing, Low Income Housing Tax Credit (LIHTC), as well as legacy PBV programs such as Mod Rehab.
  • Maintains full understanding of the CHA's policies, procedures, goals and internally established measurement systems relating to the PBV program.
  • Conducts best practice, statutory and regulatory research to determine the parameters to which the CHA must adhere and structures program enforcement in accordance with rule changes in order to improve program performance.

Communications:
  • Prepares recommendations and briefing materials for presentation to evaluation committee, Investment Committee, and Board of Commissioners.
  • Collaborates with other divisions and departments and responds professionally to internal and external requests.

Other Duties:

Coordinates special projects as necessary in order to meet broader goals of CHA.

QUALIFICATIONS

Position requires a bachelor's degree in public policy, public administration, urban planning or a related field, or equivalent experience in housing development and compliance related work. A Master's Degree is preferred. A minimum of three (3) years work experience is required, preferably with HUD's Project-Based Voucher regulations or affordable housing development financing (e.g., Low Income Tax Credits, HOME, CDBG, tax-exempt bonds, tax increment financing). An understanding of financial underwriting and market feasibility is highly desirable.

Other requirements include:
  • Demonstrated knowledge and practical understanding of HUD policies, federal regulations, and community development.
  • Excellent written/oral/interpersonal communications skills, computer and systems knowledge and ability to work with people from all socio-economic backgrounds.
  • Must be self-directed, motivated and able to work independently on complex projects.
  • Outstanding technical, analytical, and critical thinking skills are required.
  • Highly organized with a consistent attention to details.
  • Capability to thrive in dedicated, challenging and deadline driven organization.
  • High level of computer skills including Microsoft Word, Excel, and Power Point.

Proficiency with Yardi is preferred.

Salary Range: $80,000 - $90,000
