ABOUT THE POSITION
The Riverside County Information Technology (RCIT) Department is seeking a skilled IT Database Administrator II (IT DBA II) to join the Database Solutions Division located in Riverside, CA. This role will focus on the installation, implementation, and management of Microsoft SQL Server and Oracle database solutions to support various in-house and third-party applications and data repositories.
The ideal candidate will have hands-on experience with SQL Server 2019 or higher, Oracle databases, and the ability to handle database creation, table and view design, stored procedures, and functions development. Additionally, you will manage and monitor database maintenance plans, SSIS (SQL Server Integration Services), agent jobs, and perform import/ETL processes from external sources.
Key Responsibilities:
EXAMPLES OF ESSENTIAL DUTIES
• Define database information, access and file structure requirements through discussions with users and colleagues.
• Administer and troubleshoot database issues for users; monitor databases.
• Maintain security and integrity of databases and servers; develop reports as requested.
• Develop procedures and data applications; access user access and response time.
• Design architecture of server applications;
• Design and implement by writing, testing, and debugging complex programs.
• Design and implement database management system by creating models, building table structure, establishing referential integrity, and preparing documentation.
• Maintain databases by performing database management system backups and recovery including off-site storage for disaster recovery; maintain databases by tuning, monitoring data integrity and security, and resolving problems.
• Ensure acceptable database performance through assessing user access and response time, modifying structure, and conferring with others responsible for system resource interface and data users.
• Manipulate data through normalization, transfer, tuning, cleansing, and scrubbing processes, and database population.
• Create and maintain data warehousing and data mining systems; design and maintain database software configuration library, specifications, documentation, and operating procedures.
• Research, evaluate and test proposed products, product versions and systems solutions.
• Develop quality standards based on industry standards and evaluation of available technology and resources.
MINIMUM QUALIFICATIONS
Education: Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment. (Additional qualifying IT job-related experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience).
Experience: Two years of IT database administrator job-related experience, preferably with the County of Riverside.
Knowledge of: The principles, methods, and techniques used in the course of work for the IT Database Administrator series; principles and techniques applied to IT devices, applications, and systems; principles of organization and administration; the principles of documentation and recordkeeping, storage and retrieval.
Ability to: Gather and analyze data, reason logically, draw valid conclusions, and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels.
Required IT-Related Skills: RDBMS modeling, design, replication, propagation, and tuning; working in a multi-user, multi-platform network environment with understanding of dB/OS interaction; DB2, IMS, Informix, Sybase; one or more of CA-7, COBOL, CLISTS, DBRC, DFDSS, Erwin, ER Studio, FDR, ISPF, MVS, PACE, RMF, SMF, TSO, Turbo Image, or VSAM.
Preferred IT-Related Skills: RDBMS in a client server environment (e.g., NT, UNIX); internal consulting to determine user information needs, identify systems of origin and encourage enterprise resource use.
Other Requirement: A successful Security Clearance conducted by the Sheriffs' Department is required for positions within the Riverside County Information Technology Department.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
