The County of Riverside's Office of the County Counsel has a vacancy for a Paralegal I - CN located in Riverside.

This position will complete a broad range of paralegal duties for one or more attorneys in the Office of County Counsel that routinely handles sensitive and confidential legal issues. This recruitment seeks a candidate who has a broad range of experience in general municipal litigation in the State and Federal court system.

Duties will include utilizing the NextRequest software to receive, review, analyze, and assist other departments with records requests, reviewing electronic documents for application of exemption from disclosure, and redacting documents in Adobe Pro. Additional responsibilities will include assisting in the preparation of cases for trial and hearing matters, case analysis, case management, discovery, preparing exhibits, witnesses and indexes documents for trial and performing other related duties as required.

The Paralegal I - CN (Confidential Non-Exempt) is the first working level classification in the Paralegal - CN series and typically reports to an attorney or supervising attorney. Incumbents are expected to perform basic and routine duties where the majority of the duties can be learned in a brief period of time, are clearly defined, and have established guidelines which required minimal interpretation. Advancement to the next level of Paralegal II - CN is obtained by competitive selection through an open recruitment.

Employees in a Confidential designated class are defined by Section 3.b. of the Employee Relations Resolution, as "any employee who may be privy to the decision-making process of County management affecting employee relations" and are only authorized for use within the departments of Executive Office, Clerk of the Board, County Counsel, and Human Resources.

A hybrid, full-time work schedule with telecommuting may be available after 6 months and is at the discretion of the department.

A writing exercise may be required as a part of the interview process.

The Office of County Counsel is a full-service law office that provides advisory and litigation support on issues of vital concern to the County and its residents such as health care, public safety, child welfare, land development, environmental protection, public finance, taxation and elections.

EXAMPLES OF ESSENTIAL DUTIES

• Research and analyze various legal resources (i.e., statutes, ordinances, court decisions, pleadings, police reports, legal documents, medical or similar records, investigatory reports and articles) for use in preparing legal documents (i.e., briefs, pleadings, contracts, deeds, opinions, etc.), for review, approval and use by an attorney.

• Interview witnesses, and others in civil cases for pre-trial or pre-hearing declarations; respond to propounding discovery and discovery requests.

• Effective communication with clients, attorneys, office staff, court staff, and witnesses; collect relevant information for use in pleadings, declarations, and forms. Excellent writing skills, verbal and listening skills are highly desired.

• Draft motions, memoranda of points and authorities, interrogatories and answers, complaints and answers, cross-complaints, affidavits, briefs, and declarations.

• Review legal documents and forms for accuracy, completeness, and conformance to specific requirements set forth in applicable legal codes. Attention to detail is a desired characteristic.

• Gather factual information and perform routine legal research to assist an attorney in determining appropriate legal action.

• Perform preliminary analysis of legislative bills and research legislative histories.

• Summarize, organize and index prior opinions, testimony, depositions, and documentary material from interrogatories; organize and index trial documents; prepare exhibits and assist attorneys at trial by keeping track of exhibits, testimony and documents.

MINIMUM QUALIFICATIONS

Education:Successful completion of the education required by the State of California pursuant to the California Business and Professions Codes Chapter 5.6 Paralegals 6450 (c):

  • A certificate of completion of a paralegal program approved by the American Bar Association.

  • A certificate of completion of a paralegal program at, or a degree from, a postsecondary institution that requires the successful completion of a minimum of 24 semester, or equivalent, units in law-related courses and that has been accredited by a national or regional accrediting organization or approved by the Bureau for Private Postsecondary and Vocational Education.

  • A baccalaureate degree or an advanced degree in any subject, a minimum of one year of law-related experience under the supervision of an attorney who has been an active member of the State Bar of California for at least the preceding three years or who has practiced in the federal courts of this state for at least the preceding three years, and a written declaration from this attorney stating that the person is qualified to perform paralegal tasks.
  • Experience: Candidates must have knowledge and experience with the California Public Records Act (CPRA).

    Other Requirements:
    License: Possession of a valid California Driver's License is required.

    Must maintain a current paralegal certification or degree by certified completion of the mandatory continuing legal education (MCLE) post-employment standards. The Paralegal series is required to certify completion of MCLE credits every two years pursuant to the California Business and Professions Code Chapter 5.6 Paralegals 6450 (d).

    MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



    • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


    • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


    • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


    A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0 through 3 year = 80 Hours (10 Days)
    4 to through 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 days can be taken from use of accrued Sick leave balance).

    BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit may be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
