Job Description:

Federal Signal is searching for a Proposals Manager to manage all aspects of the proposal generation process, including leading the cross-functional team engaged in developing the response. The right candidate will provide leadership for the development of compliant, winning proposals and bid packages.


Job Responsibilities:



  • Assists in pre-RFP tasks such as facilitating customer key issues analysis, competitive strengths / weaknesses analysis, and development of winning strategies, themes and discriminators.

  • Works closely with Corporate Legal on contract matters

  • Manages the entire proposal management process.

  • Plans and coordinates activities of the cross-functional proposal team members, including support departments.

  • Identifies resource needs to successfully & timely complete assigned workflows.

  • Works closely with Sales and System Applications staff to develop responsive proposals oriented to customer needs.

  • Monitors and reports on proposal progress.

  • Plans and administers formal reviews.

  • Runs, review teams, and develops recovery plans.

  • Supervises production of hard and electronic copies, assembly, book check, packing, and delivery to customers. Identifies and obtains resources needed and manages preparations for oral presentations when required.


Requirements: 



  • Must have a bachelor’s degree 

  • 3- 5 Years Experience Required

  • Must be a highly proficient writer with strong technical aptitude.

  • Capable of writing proposal responses and maintaining a database of responses to build knowledge base for future proposals.

  • Strong computer skills including high competence with Microsoft Office products including Visio, PowerPoint, Excel and Word. Should be highly competent with Adobe Acrobat.  Knowledge or experience with Computer Aided Graphic design packages and/or GIS-based software applications is a plus.

  • Requires use of an electronic proposal management system.

  • Ability to work in complex, unstructured environment, and work independently under heavy demands.

  • Willing to work longer hours and with flexibility to work in a matrix environment.

  • Ability to supervise and train staff for advancement.

  • Technical background preferred.
