Job Description:

Primary Purpose:

Serves as the supervisor for investigators on cases involving alleged misconduct by district employees, equal employment opportunity complaints, OCR complaints, and complaints filed by parents, the public, and employees.

Qualifications:

Education/Certification:
  • Master's degree preferred
  • Bachelor's degree required

Special Knowledge/Skills:
  • Ability to read and interpret documents such as policies, laws, safety rules, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of administrators, principals, and employees.
  • Ability to take detailed notes of lengthy conversations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to use word processing, spreadsheet, database, and presentation software.
  • Ability to communicate via the Internet and email systems.

Experience:

Three years of experience in education, human resource management, legal, and/or law enforcement

Major Responsibilities and Duties:

1. Manages Investigative reports of misconduct and/or prohibited conduct involving district professionals, exempt or non-exempt employees, which can include misuse of district resources, time or other assets, violations of the Educator Code of Ethics, and/or district policies and procedures.

2. Manages Investigations of Title IX claims.

3. Manage Investigations relating to allegations of dereliction of duty involving district employees.

4. Oversees and manages all requested investigations including informal and formal interviews, the drafting and editing of investigation reports and providing recommendations regarding appropriate personnel action.

5. Is familiar with district policies and procedures in order to resolve complaints, issues, and concerns at the lowest administrative level possible.

6. Handles, when appropriate, informal and formal grievances and complaints from parents and/or community members.

7. Applies relevant laws, regulations, district policies, and precedents in order to reach conclusions.

8. Ensures investigations are completed in a timely manner and notifies supervisor of the investigation results.

9. Conducts interviews with respect to privacy of the complainant and ensures confidentiality to the greatest extent possible.

10. Uses appropriate and acceptable standards/methods of investigative practices to complete a thorough investigation.

11. Compiles relevant documents, formulates the official investigative case report and provides information to appropriate personnel.

12. Maintains a tracking system on the outcome of all investigated cases.

Policy, Reports, and Law

13. Compile information from various agencies and data sources for federal/state reports.

14. Compile, maintain, and file all physical and computerized reports, records, and other documents required.

15. Follow district safety protocols and emergency procedures.

Additional Duties

16. Any and all additional duties as assigned by the immediate supervisor.

Supervisory Responsibilities:

As assigned by the Chief Legal Officer.

Tools/Equipment Used: Standard office equipment including computer and peripherals

Posture: Prolonged sitting; frequent standing, kneeling/squatting, bending/stooping, pushing/pulling, and twisting; may work in tiring and uncomfortable positions

Motion: Repetitive hand motions, frequent keyboarding and use of mouse; occasional reaching

Lifting: Occasional light lifting and carrying (less than 15 pounds)

Environment: May work prolonged or irregular hours; occasional districtwide and statewide travel

Mental Demands: Work with frequent interruptions; maintain emotional control under stress
