The Subawards Manager will ensure that Early Grade Education Activity (EGEA) Subawards are compliant with IREX, USAID and local government regulations. The Subawards Manager will support the Finance & Operations Director to establish lines of communication and support program staff and partners with compliance related issues. As part of the Finance and Operations Team, they will work to ensure timely and compliant implementation and closeout of the EGEA program. The Subawards Manager will lead day-to-day oversight of the EGEA Subawards, ensuring compliance with USAID regulations and best practices.

The Subawards Manager is an in-person position in Jordan.

Your Background & Skills

  • Bachelor’s degree is required.
  • Minimum 7+ years of progressively responsible experience in Subawards and grants Management, and other relevant areas, or a master’s degree and 6 years of experience.
  • Ability to understand and apply best practices in office management.
  • Knowledge of local laws required; experience with USAID rules and regulations related to Subawards and grants.
  • Previous supervisory experience is required; training experience preferred.
  • Ability to perform high-level duties with minimal supervision.
  • An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus.
  • Excellent writing, speaking and reading skills in English and Arabic required.
  • Demonstrated technical knowledge of methods and ethics in educational and/or social science research.
  • Proven experience managing multiple complex programming in a demanding, time-sensitive work environment.
  • Experience conducting research and ability to proficiently articulate findings in the English language.
  • Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives.  
  • Strong problem-solving skills and demonstrated flexibility to meet program outcomes.
  • Strong representational and organizational skills.
  • Proficient in Microsoft office products, including Excel.
  • You must have unrestricted authorization to work in Jordan.

Your Daily Tasks

  • Manage the Subawards program, as an integral part of the workplan activities to achieve project objectives and results.
  • Ensure compliance with approved subawards Manual, referenced USAID regulations and policies, IREX policies and procedures, systems, and internal controls.
  • Develop and build the capacity of sub awardees and local organizations to ensure successful implementation and compliance with the subawards agreement, as well as to support their sustainable development as an organization.
  • Prepare budget modifications packages and provide the needed guidance and support to the sub awardees and grantees.
  • Review and process Sub awardees monthly payments.
  • Review and monitor subawards budget forecast.
  • Work with Technical Leads to coordinate the identification, solicitation, and selection process of eligible grantees.
  • Lead the pre-awarding assessment and due diligence processes.
  • Prepare and review the awarding package with the Director of Finance and Operations and COP before the submission to USAID.
  • Analyze and evaluate grant applications and concept papers and serve as the non-voting Chairperson for more grant application selection committees.
  • Develop and maintain subawards and grants budget/funds monitoring tools.
  • Submit progress and status reports as required.
  • Ensure proper negotiation of the terms and conditions for grant agreements, ensure the proper type of grant selected, and review and select the correct standard provisions.
  • Provide guidance in the implementation of the subawards and grant’s activities, including closure and disposition plans.
  • Troubleshoot subawards and grants management challenges with grantees, technical staff, Director of Finance and Operations, COP, and USAID as requested/as needed.
  • Ensure compliance with the Subawards /Grants Manual.
  • Ensure the IKNOW system is effectively and thoroughly used and updated for tracking subaward payments and deliverables.
  • Coordinate between technical team and subaward points of contact in submitting all deliverables in a timely manner.
  • Coordinate EGEA compliance with local law including communication with external legal
  • advisors, as necessary.
  • Liaise with IREX home office financial, compliance and field operations teams.
  • Coordinate across implementing organizations to refine processes and policies to ensure compliance and efficiency in grant-making.
  • Establish clear lines of collaboration across program leadership representatives and technical leads in the development and management of the project's sub awards and grants.
  • Lead negotiations with grantees and sub awardees, including scope of work, budgets, deliverables, modifications, and other as needed.
  • Effectively communicate compliance requirements to applicants and awardees.
  • Support organizations receiving grants from the project in the proper management of their grants.
  • Provide direction, guidance, training and coaching to EGEA staff to ensure procedures are aligned with best practices and ensure that IREX and USAID rules and regulations are implemented effectively.
  • Assist the Finance & Operations Director as well as the Finance & Compliance Manager with preparation and coordination of annual audit process, and USAID compliance reviews.
  • Review and authorize Subawards payments in compliance with IREX and donor requirements, up to approval authority.
  • Support Subawards-related tasks as needed in compliance with IREX rules and regulations, ensuring that competitive and transparent processes are implemented.
  • Run background searches for Sub awardees and grantees and maintain an accurate electronic filing system, as needed.
  • Supervise and mentor Subaward staff as needed.
  • Ensure cross-organizational and cross-project communication and transparency.
  • Collaborate closely with IREX and project staff locally, regionally, and internationally.
  • Other support duties as needed.
