ABOUT THE POSITION

The County of Riverside's Department of Facilities Management has an opportunity for a Supervising Real Property Agent that will be assigned to the Real Estate Division Located in Riverside.

The Supervising Real Property Agent will supervise the work of professional Real Property Agents who will be involved with real property acquisitions, disposition of County real property, leasing, tenant improvement projects, related agreements, and administration of property management. The incumbent will negotiate difficult agreements for the acquisition, lease or use of real property, and perform analysis of land acquisitions and related aspects of real estate transactions. The candidate will have a strong understanding of the escrow/title process and the steps to properly acquire and dispose of real property for the county portfolio. The position will report to the Deputy Director of Facilities Management - Real Estate and play a crucial role in the development and leadership of the Division.

This position will be tasked with assigning work, monitoring deadlines and staff performance, preparing performance evaluations of subordinates and participate in the development of staff creation and maintenance programs. The Department desires candidates with strong supervisory experience and exemplifies leadership to others in a team environment. In addition, the Department seeks candidates that have experience in providing oversight of tenant Improvements and building construction pertaining to lease agreements and various other real estate agreements, such as easements, use agreements, right of entry and others. Experience in construction management, reviewing construction cost estimates, and knowledge of the real estate development entitlement process and planning process is desired.

Competitive candidates will have prior experience working in a comparable government agency performing work in the acquisition, sale, leasing and management of government-owned real property, and/or extensive experience with real estate of commercial properties. Other desirable traits or knowledge are working knowledge in general of California government codes as they reference the handling of real property, knowledge of the Surplus Land Act, or other knowledge of County and State laws and procedures.

Schedule:

9/80 - Monday through Friday, 7:30AM - 5:00PM with rotating Friday off.

Riverside County Department of Facilities Management provides property management and operations services for county owned and leased facilities throughout the 7,200 square miles of Riverside County and over 15 million square feet of space. The department is responsible for keeping county buildings safe, comfortable and productive for both county staff and the public.

EXAMPLES OF ESSENTIAL DUTIES

• Plans, organizes, and supervises the work of real property agents; schedules and assigns work based upon workload and priorities; monitors and coordinates work to ensure timely completion.

• Interprets and explains policies and procedures to staff and other departments; makes special investigations in connection with lease, sale, or purchase of real property.

• Prepares or supervises the preparation of property descriptions, legals and plats, title reports, appraisals, deeds, transfers of ownership, leases, and other documents and agreements.

• Prepares and reviews resolutions for board action; negotiates difficult agreements for the purchase, lease, or use of property; provides public information and resolves complaints.

• Establishes and maintains current inventories of all County owned and leased real property, land and building space and coordinates utilization.

• Conducts or supervises real property agents engaged in studies relating to facility space utilization or land acquisition statistics and analysis.

Prepares and is responsible for the more complex purchase sale agreements, easement agreements, lease agreements or other difficult assignments pertaining to the purchase, sale or leasing of property.

• May supervise the maintenance of current information regarding potentially available lease space for county purposes and forecast future lease costs.

• Participates in the selection and training of new employees and staff development programs; prepares performance evaluations of subordinates; prepares correspondence and comprehensive technical reports.

• All other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college with a Bachelor's Degree, preferably with major coursework in economics, business or public administration, or a closely related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of education up to a maximum of two years.)

Experience:Five years of experience in the appraisal and negotiation for the acquisition of real property and rights-of-way, or negotiation, preparation, and management of complex leasing agreements and facility space utilization and allocation management. (In some departments general experience in real estate sales and transfers will not be considered as the equivalent of the required real property appraisal and negotiation experience.)

Knowledge of: The laws pertaining to the acquisition of land, improvements, and rights-of-way for highways, flood control projects, and other public purposes; the factors involved in appraising real property and the principles underlying the appraisal process; real property values and the effects of economic trends on value and price and construction costs and improvements; condemnation and real property laws; state and federal right-of-way acquisition and certification procedures as they relate to local agencies; leasing agreements and practices; cost-benefit analysis; methods and techniques of facility space management.

Ability to: Plan, organize, supervise, and coordinate the work of others; conduct difficult property purchase and leasing negotiations and to supervise the preparation of complex land conveyance instruments and leasing agreements; supervise the interpretation of plats and legal property descriptions; do difficult technical research and to prepare comprehensive reports; establish and maintain cooperative relationships with public and private officials, the general public, and other employees.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):
    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
