The incumbent performs entry-level technical work in the office and the field. Responsibilities include para-professional level engineering studies, design, drafting, and computational work. An employee in this class receives initially direct and subsequently general supervision from a designated supervisor. Employees in this class who demonstrate the full performance of the job in a satisfactory manner will be eligible for promotion to Engineering Associate II at the completion of a twelve-month training period. Employees unable to demonstrate full performance work will remain at the Engineering Associate I level.
ENGINEERING ASSOCIATE II
Under the general supervision of a designated supervisor, performs intermediate-level para-professional engineering activities, including drafting, design, and computational work for public works projects and other related technical support within a major design unit or specialized area of operation. May directly lead subordinate personnel and actually perform any field inspections to assure compliance with plans, specifications, and applicable standards. Work is performed in the field or office, and involves close contact with engineers, architects, developers, and/or contractors in public works projects or consultant contracts.
Through the recruitment process, a determination will be made on which position will be offered to a candidate, based on the candidate's skills and abilities as it relates to the minimum qualification requirements for each position listed above. Additionally, the salary offered will be commensurate with a candidate's qualifications in relation to the position being offered. ENGINEERING ASSOCIATE I
Performs relatively complex drafting and computational work.
Performs preliminary basic design work in the preparation of plans and specifications for public works projects.
Lays out and inks construction drawings.
Collects data for preparation and computation of right-of-way plats and converts the information into a common system.
Computes engineering cost estimates, and participates in road studies and field investigations.
Prepares legal metes and bounds descriptions.
Prepares drawings and reports used in condemnation cases.
Designs and computes super elevations and vertical grades.
Participates in survey party.
May assist in training and/or leadership of drafting technicians; works closely with civil engineers.
Conducts and maintains the road and sign inventory.
Evaluate and rate roads based on condition.
Handle drainage complaints from HC constituents and communications.
ENGINEERING ASSOCIATE II
Performs complex drafting and computational and intermediate-level design work in the preparation of plans and specifications for public works projects
Makes field inspections to ensure compliance with approved plans and specifications
Interprets State and local ordinances, rules, regulations, and policies at a field level
Issues violation notices and stop work orders when site non-compliance is required
Depending on the area of work computes data used in determining control points and direction for survey parties; interprets and plots data by field survey parties; assists civil engineers with surveying requirements; plots property outlines from drawings and deed descriptions
Depending on the work area, may be responsible for maintaining central engineering files and records; such as capital project files, development files, and construction plans
Review plans to determine the appropriate methods of filing and labeling.
May assist civil engineers with inspections and review of Landfill and remediation operations
Collects and analyzes field data such as water, air, soil, and vehicle counts through the use of microcomputer systems
Draft existing topography and actual location of utility installation; take field measurements of existing utility crossings and location; prepare cost estimates from preliminary designs and completed construction plans
Prepares public works agreements and bond reduction forms, reviews preliminary plans, and plats on developer-related work for compliance with standards and specifications
May attend preconstruction and final inspections for adherence to plans
Assists in training new employees and field personnel in the use of tools, work techniques, and skills required to accomplish work assignments, and/or leadership of drafting technicians
Works closely with civil engineers on complex public works projects or consultant contracts
Prepares reports of operations as needed
Participates in surveying teams
Minimum Qualification Requirements
ENGINEERING ASSOCIATE I
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of drafting materials, instruments, and techniques
Knowledge of mathematics, including trigonometry and use of logarithms
Ability to do drafting, computational, and elementary-level design work
Ability to translate notes into maps, plans, profiles, and cross-sections
Ability to solve moderately complex drafting, design, and computation problems
Ability to follow oral and written instructions
Ability to perform field investigations while standing for prolonged periods; to climb, stoop, bend kneel, or sit depending upon work assignment
Ability to drive a County vehicle in carrying out some assignments.
Review and approval of standard stormwater plans
Ability to read and understand stormwater plans.
Prior inspection experience of stormwater management BMPs using the latest HC Inspection manual and application is preferred
Ability to learn engineered plan stormwater review process and perform reviews
Basic understanding of hydrology and hydraulics and how it relates to SWM BMP design and construction
Familiarity with the Maryland Department of the Environment's (MDE) Chapter 5 ESD Stormwater Design Manual
Good organizational skills
EDUCATION: Possession of a high school or vocational-technical school diploma or a GED certificate to include courses in drafting and mathematics and CAD.
EXPERIENCE: Three (3) years of experience in engineering, drafting, and design work or highway construction and maintenance.
ENGINEERING ASSOCIATE II
KNOWLEDGE, SKILLS, AND ABILITIES:

Ability to interpret and communicate engineering plans and specs
Familiarity with and ability to prepare computer input data forms and analyze computer output
Ability to be detail-oriented
Ability to interact easily with the public
Ability to perform field investigations or inspectional work for compliance while standing for prolonged periods of time
Ability to bend, stoop, kneel, or sit depending upon work assignment
Ability to follow oral and written instructions
Ability to relate with the public
Ability to drive a County vehicle in carrying out some assignments.
EDUCATION:
Possession of a high school or vocational-technical school diploma or a GED certificate.
EXPERIENCE:
Six (6) years of experience in paraprofessional civil engineering work which included some design work.
Education beyond high school in an engineering-related field may be substituted for the required experience at the rate of thirty (30) semester credit hours for each year of the required experience, up to a maximum of four (4) years.
Proof of college will be required by the selected candidate utilizing the education for experience substitution.
