The Federal Reserve Bank of San Francisco’s People and Culture team has a fantastic opportunity for an Assistant Vice President (AVP) of Learning and Organizational Development. In this role, you will lead comprehensive strategies for employee and leadership growth, talent management, and change. You will also be responsible for leading the execution of those strategies from design and delivery to evaluation and scaling for staff, managers and executives, ensuring we drive effective results that both engage and enable employees to grow, adapt and thrive in our 12th District. Primary Responsibilities:


  • Drive the development and implementation of a comprehensive and integrated learning and development strategy that encourages continuous learning throughout the Bank, applying modern content and tools.

  • Lead the Bank’s talent and career management programs and tools to deliver strong in-role performance, career planning, development, and internal mobility for all levels within the Bank

  • Create a comprehensive learning journey and associated development programs for all managers to enhance their skills and identify innovative approaches to assess manager effectiveness.

  • Oversee the ongoing needs assessment, design, implementation, and evaluation of learning, development and change programs and initiatives for all employees

  • Develop a program and collaborate with Bank senior leadership on succession and development planning. Also, align programs with organizational strategies by working with People and Inclusion leaders.

  • Guide the organization’s People + Culture change management process, developing a long-term change roadmap and leading the Bank’s overall listening strategy to capture employee feedback and inform strategic decisions.

  • Monitor the progress of key programs, assess the impact of change, and advise executives on risks and opportunities to ensure successful implementation.

Additional Responsibilities:


  • Collaborate with leaders, management, other District staff, outside vendors and consultants to design and develop solutions and deliver on the strategy

  • Develop and/or approve content, methods, and learning materials as well as methods for evaluation of program effectiveness

  • Lead the development and delivery of programs, such as new employee orientation, talent management, employee engagement evaluation, and/or organizational development training

  • Prepare and manages the annual Learning and Organizational Development budget and monitor budget performance on an ongoing basis to ensure planned budget performance

  • Own designated processes and accountability for ensuring that established processes are followed

  • Lead, motivate and develop a diverse team of professionals by actively supporting ongoing in-role development and career conversation, ensuring personal accountability, and relentlessly focusing on critical thinking and partnering skills.

Requirements and Qualifications:


  • Bachelor’s degree in Education, Talent Development, Organizational Development or related area of expertise, or equivalent work experience; Master’s degree desirable.

  • Typically has 12+ years of experience in Learning and Development, Organizational Change, or Corporate Training, strategically leading learning development and/or OD processes and programs. Experience designing and delivering in person, hybrid, and e-learning programs and solutions.

  • Requires 8+ years of progressive people and business management experience

  • Knowledge of curriculum design, learning technology, human resource planning, and organizational capability (work design and process re-engineering)

  • Preferred design thinking and instructional design experience, with a demonstrated ability and understanding of adult learning principles and methodology

  • Ability to lead, collaborate with and influence customers, partners, and team members on the assessment, design, development, and delivery of effective learning solutions that align with the business needs of the organization

  • Must have strong execution skills, a results orientation, able to link organizational challenges and objectives with execution and results

  • Proven ability to complete and implement complex programs within the given time and budget

  • Possesses strong organizational skills, the ability to perform under pressure and management of multiple priorities with competing demands for resources

  • Understanding of data processing, analysis and quality management tools

Base Salary Range: Min: $189,000 - Mid: $249,000 - Max: $307,000 (San Francisco location)

Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and alignment with geographic and other market data.
