Governors State University is seeking to hire a Prevention and Outreach Coordinator to concentrate on organizing outreach initiatives, establish partnerships with both campus, and community organizations to support homeless students and those under the care of Illinois Department of Children and Family Services (IDCFS) as they transition from secondary to higher education. The Prevention and Outreach Coordinator serves as a member of the Counseling and Wellness Center (CWC). Responsibilities include college readiness presentations, conducting campus tours, and collaborating with the Housing and Opportunities that are Useful for Students' Excellence (HOUSE) Liaison as well as the Interim Director. Responsibilities also include ensuring the Counseling and Wellness Center's adherence to all regulatory and state mandates.

Essential Responsibilities


45% Prevention/Compliance Responsibilities



  • Collaborate with CWC's Interim Director and Student Affairs' Executive Director of Community Standards for compliancy and program initiatives.

  • Ensure compliance with the Drug-Free School and Campuses Act that addresses unlawful possession, use, or distribution of alcohol and illicit drugs.

  • Complete the Drug-Free Schools and Campuses Biennial Review.

  • Develop and implement the Drug and Alcohol Abuse/Misuse Prevention program.

  • Ensure that the Drug and Alcohol Abuse programs comply with federal requirements and are evidence-based.

  • Create referral systems to connect individuals with additional resources, such as rehabilitation programs.

  • Facilitate prevention activities, such as workshops, seminars, and awareness campaigns.

  • Communicate university's policies regarding the possession, use, and distribution of alcohol and drugs within the institution.

  • Stay informed about legislative changes for necessary adaptations in program.

  • Ensure compliance with the Mental Health Early Action Act (Illinois Board of Higher Education).


40% Outreach Responsibilities

  • Develop partnerships with the McKinney-Vento Homeless Liaison at the local K-12 to facilitate the efficient transition of homeless students and students in care of IDCFS from secondary academic institutions to Governors State University (GovState).

  • Develop partnerships with community organizations to facilitate the transition for homeless students and students in care into higher education by providing support and resources.

  • Consults regularly with relevant departments on campus regarding services, access, and care to maintain strong collaborative relationships with campus partners in Student Health Services, Student Support Services, Campus Police, Student Life Office, and other areas to provide a comprehensive network of support for students in need.

  • Create and coordinate the implementation of innovative college readiness outreach presentations and campus tours.

  • Plan and coordinate support activities for students participating in the Achieving Completion in Excellence (A.C.E.) program [students in care of IDCFS (i.e., experienced alternative care such as foster, kinship, adoption, or residential care)] and transitioned to GovState.

  • Partner with the Youth in Care College Advocate Program (Y-CAP), which provides support to students with foster care experience with ongoing support in navigating the college experience, by utilizing current students (with shared experience) to support and share their knowledge with incoming students and provide consultation to Y-CAP Peer Advocate.

  • Maintain an active and professional relationship with community organizations/referral sources.

  • Provide college readiness presentations at local secondary schools.

  • Provide on campus tours for students in secondary education to encourage students to apply to attend GovState or other higher learning institutions.

  • Provide other educational outreach promoting awareness, identification, and reporting options of students facing housing, financial, and basic needs insecurity in collaboration with appropriate campus partners.

15% Administrative Responsibilities

  • Completes and maintains all documentations per established State of Illinois protocols, Family Educational Rights and Privacy Act (FERPA) guidelines and professional social work standards.

  • Documents, tracks, and analyzes service delivery statistics.

  • Track and monitor the graduation rate and retention rate of students in care.

  • Assist the HOUSE Liaison team to track persistence, retention, and completion rates for students in care and students experiencing homelessness and housing insecurity.

  • Collects data on substance abuse trends within the institution and analyze this data to inform program development and to measure the impact of interventions.

  • Maintain records and documentation to demonstrate compliance with Drug and Alcohol Abuse Prevention Part 86.

  • Conduct regular evaluations of the prevention program's effectiveness and report findings.

  • Performs other job-related duties/projects as assigned by the Director and Associate Director of the Counseling and Wellness Center.




Salary Range: $58,656.00 - $67,455.00

(This is a non-unionized position. Salary starts at the base and is determined based on Education and Experience exceeding the minimum qualifications).

Required and Preferred Qualifications



Minimum Requirements:




  1. Bachelor's degree in substance abuse counseling or addiction studies or a directly related field from an accredited college or university.

  2. Minimum two (2) to four (4) years' experience in social service agency setting.

Note: Master's degree in an area consistent with the duties of the position may be substituted for one (1) year of work experience.




Desired Education and Experience:


  • Experience in a college or university with a residential, traditional/nontraditional, and larger commuter student population.

  • Outreach work addressing homelessness or supporting students in transition.

  • Certified Addictions Counselor, Certified Prevention Specialist (CPS), or a degree with a focus on substance use.
