Job Description:



Summary: The Senior Corporate Affairs Specialist provides key legislative and governmental affairs support activities, analysis, legislative tracking, processes and research functions on behalf of the United States Corporate Affairs Office and all of its disciplines. The Senior Corporate Affairs Specialist provides legislative and related support inputs, evaluations, and liaison roles related to external team legislative issues management, governmental affairs support matters, as well as stakeholder engagement coordination and key issues management functions for US corporate commercial support considerations.



Essential Duties and Responsibilities:



  • Coordinate Department's key state and federal legislative interests and priorities. Provide in-depth analysis of a wide range of legislative areas, legislative processes, informing current and future commercial interests of Department engagements.


  • Coordinate Department's key US state and federal legislation tracking/capture functions including facilitation among corporate headquarters and concessions on behalf of US VP of Corporate Affairs which includes the following: (US VP of Corporate Affairs, Commercial Units, Legal Division, Concessions, appropriate hierarchy as needed) relative to existing operations and future commercial considerations. Will maintain individual state and federal systems for tracking/evaluating, and act as coordinator with all US concessions and commercial divisions.


  • Coordinate external government affairs and related consulting contracts (federal and state) in existing or commercial markets of interest, ensuring legal and ethical compliance, negotiated contract elements, terminations and schedules, compensation, and annual evaluations of effectiveness.


  • Organize government affairs coordination of state strategic planning and documents together with concessions and consultants; maintaining strategic public affairs plans for key states and US engagements.


  • Coordinate tracking and evaluation of key corporate US responses to elected and appointed government officials, with responsibilities, to include tracking of issues management and coordinating response among multiple corporate divisions.


  • Coordinate public affairs issue management research on behalf of the Department which includes a cross-reference of US contract provisions relative to pending or existing state-specific legislation, state/national policy implications, or 3rd party engagements in the advancement of corporate interests.


  • Organize and evaluate all 3rd party stakeholder contracts and agreements, ensuring corporate interests, participation, and evaluation of interests. May act on behalf of US VP of Corporate Affairs to ensure coverage of key activities in the advancement of US and state-specific policies.


  • Assist and implement select strategic engagements with government officials, legislators, key 3rd party officials to advance corporate affairs agenda and manage key issues.


  • Coordinate and manage US Advisory Group agenda, meeting schedules, the capture of issues, and implementation tracking of actions and budgets.


  • Track and maintain all external consultant contracts, pending association dues, and facilitate renewals and terminations at direction of US VP of Corporate Affairs.


  • Act as a Department liaison to business development support operation planning, including select procurement support at headquarters, select field support, and principal department resource for corporate affairs matters on commercial matters.


  • Organize and coordinate information requests and facilitation/tracking of key initiatives between concessions and corporate interests.


  • Act to provide key research and strategic support of Ferrovial business unit engagements and commercial issue management efforts when initiated by Department. Assist in managing research processes informing corporate positions utilized in written position pieces, research overviews, talking points, 3rd party articles, blogs, newsletters and general communication and correspondence pieces for internal and external needs.


  • Research and analyze state and national legislative conditions and trends specific to the transportation infrastructure industry, and status and climate of government and legislative actions across the country.


  • Manage summaries and reports in support of legislative and governmental support requested by Department in order to inform company initiatives relative to commercial interests and strategic public affairs planning operations.


  • Provide corporate affairs support for departmental management needs, particularly to the commercial areas, in support of procurement activities before municipalities and states.


  • Attend internal and external stakeholder meetings on behalf of the Department.


  • Assist with research and presentations relative to public affairs commercial interests and engagements.


  • Act as liaison with organizational membership elements of third party public affairs related associations and related events, ensuring annual contributions and company participation at the direction of US VP of Corporate Affairs.


  • Create presentations and continuing reports for internal and external clients in support of overall Corporate Affairs activities.


  • Perform other job-related duties as necessary





Qualifications (Knowledge, Skills & Abilities):

Education & Experience:


  • Bachelor's degree required, higher education desired


  • A minimum of 4-7+ years of demonstrated experience in state or federal legislative affairs and/or governmental state or federal legislative processes and related activities




Professional Qualities:


  • Appropriate level of fluency in legislative and government affairs processes


  • Effectively manage tasks and strict deadlines with independence


  • Ability to interact with colleagues in a self-managed team structure


  • Ability to interact with external parties and stakeholders with confidence and clarity as a representative of the organization


  • Superior writing and verbal communication skills


  • High level of initiative and comfort working autonomously


  • Must be able to multitask, problem solve and implement innovative processes within a fast-paced environment




Computer Skills:

  • Must be able to demonstrate computer proficiency, especially with Microsoft Excel, Word and PowerPoint, and other PC based programs
