Education: Bachelor's degree



Work Experience: Required - Minimum five (5) years of experience in supervision of staff, fiscal management, and administration. Master's degree and management of an early childhood program or related field is preferred.



Supervises: May supervise Administrative Assistant, Family Services Center Manager, Center Directors, Education Coordinator, ERSEA Coordinator, and Health & Wellness Coordinator.



Certifications: Required - If supervising Family Services Center Managers - Child Development Associate (CDA) is required unless the candidate has 18 credit hours or more in Early Childhood Education. The Infant / Toddler Child Development Associate (CDA) Certificate within 6 months of employment. If the CDA is not completed successfully on the first attempt, an employee may choose to retake the course at the employee's expense within 60 days of the unsuccessful completion of the course. If the employee does not seek a second attempt for successful completion of the certificate, the employee will be separated from employment.


Required - If supervising ERSEA Coordinator - Depending on education. In absence of 18 hours of social work college hours, applicant will be required to complete a Family Service Credential within 12 months of employment. If the credential is not completed successfully on the first attempt, the employee may choose to retake the course at the employee's expense within 60 days of the unsuccessful completion of the course. If the employee does not seek a second attempt for successful completion of the certificate, the employee will be separated from employment.



Critical Action Items:

1. Ensure staff, consultants, contractors, and volunteers protect the physical and mental health and safety of our children and no child is left alone or unsupervised while under our care. (HSPPS §1302.90)
2. Hire, train, manage, and lead program personnel to support individual staff professional development and continuous program quality improvement. (HSPPS §1302.101)
3. Direct the delivery of high-quality program services that comply with state and federal standards through implementation, monitoring, and feedback of program policies and procedures. (HSPPS §1302.100)
4. Develop, monitor, and maintain recordkeeping systems for all physical and electronic program files (e.g., personnel, client, accounting, and incident records), including compliance with confidentiality. (HSPPS §1302.101)
5. Ensure all staff and consultants follow appropriate practices to keep children safe during all activities, including reporting at a minimum suspected or known child abuse and neglect, appropriate supervision of children at all times, and all standards of conduct. (HSPPS §1302.47, §1302.90)
6. Ensure compliance with positive adult-child interactions as measured by the CLASS: Pre-K instrument. (HSPPS §1304.16)
7. Ensure completion of minimum training requirements as specified in state and federal standards (HSPPS §1302.92)


Measurable Deliverables:
1. Client and employee satisfaction surveys exceed 75%.
2. Annual staff retention exceeds 80%.
3. On-time completion percentage exceeds 90%.
4. Programs and budgets comply with contractual and operational requirements.


Other Responsibilities:
1. Direct the collection, organization, analyses, and preparation of materials in response to requests for program information and reports.
2. Support the design and implementation of surveys, reviews, and monitoring activities to determine compliance with program requirements, laws, regulations, policies, and procedures; and recommend corrective action as needed.
3. Monitor program data including the development of assessments (e.g., community and self-assessments).
4. Track contract and grant deliverables and budgets related to the educational program.
5. Evaluate the quality of the services and deliverables provided and make recommendations for improvement and enhancement.
6. Liaise with agency and program staff, teachers, parents, and/or the public to explain and provide technical assistance on agency and program requirements; resolves problems, identifies training needs, and discusses program effectiveness with the chain of command.
7. Coordinate pre- and in-service training for all staff, consultants, and contractors engaged in the delivery of program services, as well as scheduled training and technical assistance for professional development.
8. Organize training for parent committees and policy council in respective service areas to ensure members have adequate, timely preparation for collective decision making.
9. Participate in local and regional meetings with Head Start parents and community members in the region to address current and future issues affecting program operations.
10. Attend regular management meetings to maintain situational awareness of program initiatives and performance.
11. Assist with preparation of program budgets.
12. Perform research and complete special projects.
13. Perform other job duties as assigned.



Requirements:

1. Knowledge of local, state, and federal laws related to the program area; of public administration and management techniques; of statistical analysis processes; and of program planning and implementation.
2. Skill in the use of a computer and in using applicable software.
3. Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to develop and evaluate policies and procedures; to plan, implement, and coordinate agency programs; to prepare reports; to market programs; to communicate effectively; and to supervise the work of others.
4. Professional presentation skills to interact effectively with policy council and parent committees.
5. Ability to organize and prioritize duties and responsibilities in a fast-paced environment.
6. Ability to work a flexible schedule including nights, holidays, and weekends. Some evenings and weekend work may occasionally be required for events such as home visits, parent-teacher conferences, meetings, and events.
7. Ability to work independently.
8. Possess sensitivity to the service population's cultural and socio-economic characteristics.
9. Possess a valid driver's license.
10. Complete and pass health examination.
11. Confirm work eligibility status.
12. Successfully pass driving history check.
13. Clear criminal background check.
14. Required to stand, sit on the floor, bend, squat, kneel, lift weight up to 60 pounds, and engage with children.
15. Acknowledge potential exposure to communicable diseases and other hazards, such as cigarette smoke, pets, at risk neighborhoods, etc.
16. Travel up to 570% by car, bus, airplane, or train may also be required associated with attendance at conferences and meetings or other duties in and out of state. Overnight travel may be required.
