Job Description:

JOB SUMMARY

Follows and promotes workplace safety in the organization. Assists with the utility privatization contract at Tyndall Air Force Base. Assists Engineering and Operations Departments in building, maintaining, modifying or using geographic information systems (GIS) databases. Responsible for maintaining and accurately updating GCEC's system maps. Manages internal databases and workflows that are utilized by multiple departments within GCEC to improve overall efficiency, reliability and safe operations of the GCEC electric and water systems. Employee may be called in to work at any time. Performs other duties as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Degree or Certifications in Engineering, GIS or related field is preferred.

Related Experience: Must have working knowledge or experience working with electric and water distribution systems. Preferred: Previous experience in a GIS related position. Previous experience working in an electric distribution cooperative or similar. Experience with ESRI GIS system preferred.

Other: Must have the ability to pass Gulf Coast Electric Cooperative's employment entrance examination and drug screen. This position requires the employee to be on-call at all times.

REQUIRED QUALIFICATIONS:

  • MUST understand mapping and drafting principles and how to utilize computer technology for mapping and drafting.
  • MUST have knowledge of electric and water distribution systems and how they are mapped
  • MUST have knowledge of IT and how to program relational databases and entering formulas to calculate mapping requirements.
  • MUST have general knowledge of database building, maintaining and operations.
  • MUST have excellent oral and written communication skills and legible handwriting.
  • MUST have excellent organization and planning skills with minimum supervision.
  • MUST have excellent interpersonal skills.
  • MUST have the ability to operate all office equipment.

REPORTING RELATIONSHIPS

Internal

Two-way communication with VP of Administration to receive direction, instructions and approvals to provide work-related information in a timely manner. GIS/Information Analysts must also communicate with all other departments within GCEC, assisting with building reports and programs to help measure performance metrics and ensure that the overall mission of excellent Member Service at GCEC is achieved.

External

GIS/Information Analysts must communicate with vendors and other contractors from companies who develop products and processes that GCEC will utilize to support the overall mission. They will also communicate with other surrounding cooperative employees to discuss common issues and/or best practices in our industry to ensure that GCEC utilizes and continues to utilize the latest and greatest that is available for us. They must also communicate with other utilities and governmental agencies to secure necessary permits, easements or encroachments with computer software vendors and technical staff to learn or resolve problems if/when they occur. GIS/Information Analysts must also demonstrate the awareness that the job exists to effectively serve each and every member and take every opportunity to increase member and public understanding for support of the cooperative.

CORE JOB FUNCTIONS

Member Relations

  • Ensures the safety and security of all members and GCEC employees by double-checking and flagging any installations or enhancements to GCEC grid that might cause potential safety issues.
  • Communicates with members during field checks answering any questions that they are capable of answering when they are out onsite, if any.

GIS/Mapping

  • Utilizes Futura mapping/staking software to make additions and corrections to the GCEC mapping system based off of staking sheet drawings that are created by the engineering department.
  • Cross-reference consumer databases from Meridian to the GIS mapping system ensuring that all active services shown in Meridian, have a corresponding map location within GIS.
  • Utilize Futura mapping system export to update GCEC OMS (Outage Management System) Milsoft, ensuring that the consumer and map database in Milsoft remains up to date and accurate when comparing to the Meridian consumer database.
  • Performs field checks when necessary for automated mapping points, requirements, changes and error detection.
  • Plots paper maps as needed and coordinates with outside offices for mapping needs/requirements.
  • Draws maps in AutoCAD, ESRI or other (GIS) mapping software as needed.
  • Uses spatial autocorrelation techniques to measure the association of various geographic features and map points.
  • Uses GPS system to implement new mapping systems, correcting points and locations of current units in SKI database and updating system to reflect any changes to existing maps.
  • Enters and maintains distribution system maps and other engineering and member data using appropriate mapping software.
  • Utilizes GPS, wireless GIS software and field visits to verify the accuracy of the mapping data and mapping system.
  • Assists with the design, development, loading and maintenance of spatial databases to enable statistical analysis, geographic analysis and mapping using GIS software.
  • Interprets aerial photographs and satellite data to prepare new GIS data sets and inputs spatial features into GIS databases.
  • Extracts and corrects GPS data to update mapping databases.
  • Assists in the maintenance of the GIS system by obtaining, updating and implementing all information pertaining to the electric distribution system that is provided by the engineering and operations teams through staking sheets and other reports.
  • Obtains and integrates member information and data into GCEC's computer data system, Meridian.
  • Analyzes GIS data for use in planning applications that promote better land use and reduce the environmental impact of development and energy consumption.
  • Prepares graphical representations, statistical analysis, data analysis and other spreadsheet reports by geographic region or mapping area for analysis and presentation to management.
  • Make recommendations to the VP of Administration where improved efficiencies for the networking, usability and operation of Geographical Information System (GIS) technology and related hardware and software may exist.

Data Entry/IT

  • Assist GCEC IT team with maintaining computerized inventory of data and databases as needed.
  • Creates and programs relational databases using SQL language.
  • Ensures that GCEC mapping and other relative data are exported to a backup file and folder location daily to protect that data in the event of a network breach.

Administration

  • Assists with quality control procedures such as file integrity, positional and dimensional accuracy and metadata documentation.
  • Assist VP of Administration with maintaining GCEC's electronic document repository system (Laserfiche). Creating processes and workflows that will help lead GCEC to a future paperless operation.
  • Assist VP of Administration with the maintenance and creation of internal GCEC reporting system Meridian IQ. Employee should have general knowledge of SQL, Coding and other workflow development, to be able to build internal reports that can be used by the GCEC management team.
  • Assist VP of Administration with the developing and maintenance of the Futura product Suite including Futura FLEX and others. Working as a GCEC liaison with Futura and helping create workflows and processes that will improve the efficiency of GCEC internal paperless service order and work order process.
  • Develops templates, databases and other technical reports to send to other agencies, management and members, as requested and approved by VP of Administration.
  • Communicates with U.S Government, county/state officials, other agencies and management to ensure mapping system is correct, changes are reported and errors are corrected.
  • Florida Sunshine 811 Exactix - maintain the Gulf Coast Electric notification grid. Act as the excavator point of contact and contract locate services interface.

Other

  • Performs other duties as assigned, such as assisting with the annual meeting, and employee safety meetings.
