General Description
Under the direct supervision of the Deputy Contracts Operations Manager, the person will assist with providing cradle-to-grave contractual support to the organization. This includes drafting and revising contractual agreements and contractual correspondence with Federal Clients, State and Local to small Foundations, contracts and grants record keeping, filing, database management, departmental audits, hiring subrecipients – subcontractors – consultants & vendors, providing guidance on proposal reviews. This role requires a strong understanding of Federal Acquisition Regulations (FAR), OMB Uniform Guidance, and various reporting requirements.
Responsibilities
Draft, review, negotiate and execute a wide variety of contractual documents, such as contracts, grants, subcontracts/sub- awards, teaming agreements, memoranda of understanding, consulting agreements, and nondisclosure agreements, data sharing agreements for programs funded by federal, state and private sponsors.
Draft, review, negotiate and execute contract modifications and amendments, extensions, and renewals on a varied portfolio of cost reimbursement, fixed price, cost-plus-fixed-fee, time and materials, labor rate contracts, grants, purchase orders, subcontracts, and consulting agreements.
Complete various administrative forms (e.g., Representations & Certifications, Vendor Profile forms, Conflict of Interest certifications).
Contribute to the review and analysis of contract requirements, special provisions, terms and conditions and communicate critical terms to all relevant parties.
Update and maintain records in compliance with requirements including; certificates of insurance, audit reports, supporting documentation and other forms to ensure Child Trends is not engaging with debarred organizations
Conduct monitoring activities for all awards and procurements.
Contribute to drafting, preparing, and planning contracts training tools.
Attend and actively participate in contract meetings and training sessions. Maintain fully compliant and complete files organized per Contracts and Grants Departmental Guidance. Provide audit support and other administrative tasks, as needed.
Provide back-up support in managing the contracts inbox and other duties required to support the department, such as:
Process contract requests by reviewing for accuracy and completeness, routing and tracking internal approvals.
Maintain Contracts databases, inbox, and files with a high level of accuracy.
Facilitate staff inquiries from the Contracts inbox or direct to appropriate staff.
Purchase order and consultant support
Reports management
Back-up to department team members.
Other duties as assigned.
Qualifications
Bachelor’s degree and 3-5 years contracts/grants administration experience required.
Grants or contracts certifications preferred.
Experience with contract development, negotiation, and processing.
Experience working with research organizations a plus.
Microsoft Office Suite: advanced knowledge in Word, Excel, and Power Point required. Excellent verbal and written communication and negotiation skills.
Strong organization skills, attention to detail, problem solving and trouble shooting skills (monitor, identify, analyze, research, evaluate, resolve) and the ability to handle and prioritize multiple tasks in a fast-paced environment.
Self-starter, with the ability to work independently and collaboratively across departments.
Ability to maintain effective working relationships with internal clients.
Knowledge of Federal regulations, OMB Uniform Guidance and federal acquisition regulations; strong familiarity with the full range of types; e.g. FFP, CPFF, Time and Material
Strong negotiation skills while maintaining a respectful rapport.
Ability to work independently while drawing upon knowledge of FAR, OMB Uniform Guidance, agency regulations, contract law, accounting standards and principles to successfully develop proper response and position.
Strong interpersonal communication skills including superior writing skills
Ability to meet deadlines while juggling competing demands for time and resources
Demonstrated proficiency with Microsoft Office Suite

Locations:Flexible Remote Work; Child Trends’ offices are based in Rockville, MD; Chapel Hill, NC; Minneapolis, MN.
