Summary • As the most senior finance executive for the entire PPG's USA businesses, perform the role as the finance Head for the country and the finance business partner to the Country's Person in Charge (PIC) or Regional General Manager (RGM). • Primary responsible for all integrity, reliability, completeness, and timeliness of the financial records, and group level financial management matters (including management financial reporting and monitoring, budgeting, and forecasting, and business cases for investment, KPIs); leadership to Procurement Functions; and local audited accounts, local finance related regulatory requirements, and local tax compliance. In playing this role, work in partnership with stakeholders at local, regional, and global levels where there is matrix reporting, and with Global Shared Service Centre (GSC) in Kuala Lumpur providing accounting and related support services. • Be a key member of the USA executive senior management team.
Key Responsibilities
Finance Business Partnering • As finance business partner and leader, work with the country PIC and management to drive the financial performance of the business and investment and expansion initiatives. Provide financial insights and foresights to business leaders. • Bring strong commercial and strategic mindset to financial business proposition and decisions leveraging his/her financial management expertise. • Ensure monthly financial management/performance reports, KPIs, variance analysis and commentary for the presentation to HQ and Regional Finance Team are delivered and monitor the financial performance of the business; undertake financial analysis and review financial feasibility for investments and extend financial support to preopening of new businesses. • Anticipate and communicate and influence stakeholders and 'sell'/advocate business propositions to senior leaders of PPG whilst maintaining the integrity, independence, and objectivity of finance. • Maintain good relationships with local PIC, RGM, and management team to support them in meeting with airport authorities and major clients. • Work with local management and Country PIC to prepare the annual budget, financial projections, investment propositions, ROI/Payback, Cost Benefit Analysis, to support business development and expansion.
Financial Accounting, Global Procurement, Taxation and Others • Primary ownership for integrity, reliability, completeness and timeliness of the financial statement and reports in accordance with the local and Group standards, and policies and procedures. • Work in direct close partnership with HQ-Finance, Global functions and stakeholders, GSC-Finance and local management, local external auditor, local tax advisors, and ensuring work is done and completed timely and to quality. • Responsible for ensuring all local finance and accounting statutory requirements are met in a timely manner and to quality e.g.: local audited accounts, corporate tax filing, etc. Keep updated on the local statutory requirements and accounting standards. • Lead, manage and resource team, and monitor daily financial accounting related matters and working closely with the local team to enhance the process flow. • Constantly review and guide the local team in coordinating daily routine relating to accounting and procurement matters and coordinating with GSC-Finance and/or HQ Finance on daily task handling. • Evaluate the Balance Sheets review took place and raise and rectify abnormalities and immediate finance leader. • Ensure Billings take place, AR aging and heathy, and coordinate with the Sales and Commercial Teams on the action plan. • Financial Controls: Constantly review and ensure the entire local business and processes have adequate financial controls in place, and in compliance with PPG's Group Policies & Procedures: Financial & Accounting, Taxation, Treasury, Global Procurement. Take action to implement adequate controls and compliance. • Perform cost review, and leverage procurement, to ensure resources of the business are well utilized and cost are well managed in partnership with local PIC and management. • Liaise with GSC-Finance and HQ Finance and is the local relationship owner for these local relationships: banks, locally appointed external accounting firm, local external auditor, tax authority, legal, and corporate secretarial firm.
Key Requirements • Must possess at least a bachelor's degree or professional qualification in accounting or its equivalent. • Must hold a CPA. • At least 10 or more years of working experience in the related field and position, preferably in MNC's or international audit firms. • Senior finance executive with strong commercial and strategic orientation, and sharp with numbers with finance operational expertise and must have a minimum of 5 years of supervisory experience. • Must have strong knowledge of operations, policies and procedures, GAAP and Auditing Principles. • The Finance Director must have knowledge of Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, recommended practices and policies, Federal and state grant and special fund accounting regulations, procedures, and accountability standards. • Demonstrated success working in dynamic, fast pace, and global environment across culture. • Demonstrated leadership in leading, managing, and motivating teams, work across culture and multiple time zones. • Leadership skills, mature, articulate, strong & effective communicator, and good interpersonal skills. • Able to work under pressure and independently. Resilient. • Occasional travel to network locations within the USA. • Excellent communication both verbal and written. • Competent in Excel and other standards office software.
