Gat Creek is seeking an experienced Safety and Environmental Manager to join our team.

Plans, directs, and implements safety and environmental programs to ensure a safe, healthy, and incident-free work environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES (Other duties may be assigned as deemed applicable.)

  • Direct supervision of the Safety Assistant delegating various safety and environmental tasks throughout the facility.
  • Develops and implements safety policies and procedures to ensure and maintain compliance with local, state, and federal Occupational Safety and Health Administration (OSHA), NFPA, WVDEP Hazardous Waste- NPDES-Air Emissions, and DOT/HazMat regulations.
  • Onboarding of new employees with regard to safety training and specific machine safety/operation.
  • Inspect organization facilities to detect existing or potential incidents and health hazards, determine corrective or preventative measures where indicated, and follow up to ensure measures have been implemented and are effective.
  • Leads the investigation of incidents and injuries and cooperates in the preparation of material and evidence for organization use in corrective actions, hearings, lawsuits, and insurance investigations.
  • Performs or coordinates required health and environmental tests (i.e., Fit test, PEL's, TCLP’s, Air Flow, Noise Monitoring, Method 22).
  • Oversees the record keeping required by regulatory agencies and timely reporting thereof, for Hazardous Waste, Non-Hazardous Waste, Storm Water and Ground Water, Tier Two reporting, and others as necessary.
  • Operate, develop/maintain operating guidelines, and train select facility/maintenance employees in: Fire Alarm System, Fire
  • Suppression System, Electrical System, and other key operating machines/equipment/processes.
  • Coordinate and monitor the return-to-work status (modified duties) of employees on work-related and non-work-related medical restrictions through the Return To Work Program.
  • Compiles, maintains, and submits incident reports required by regulatory agencies, including OSHA 29CFR 1904 requirements.
  • Provides information, signs, posters, barriers, and other materials to warn of potential and actual safety hazards and to prevent access to hazardous conditions.
  • Selects and maintains inventory of personal protective equipment provided to personnel.
  • Maintain a working knowledge of regulatory codes for all facility aspects you oversee:
    • OSHA- 29CFR 1903, 1904, 1910, 1926.
    • Environmental: EPA 40 CFR’s 260-265, 268, 273, 279
    • Environmental: WVDEP- WV 33CSR’s (Haz. Wst.) & WV 45CSR’s (OAQ)
    • Telecommunications: 47CFR90
    • DOT/HazMat: 49CFR100-185
    • Workers Comp: WV 85CSR’s 1, 2, 5, 7, 8, 11, 12, 15, 16, 20; 102CSR1
    • WV Fire Code
    • NFPA 1, 10, 13, 20, 22, 25, 30, 33, 51B, 58, 70, 70B, 70E, 72, 79, 85, 86, 87, 101, 652, 654, 660, 664.
  • Be in an On Call status for the Fire Alarm System, Fire Suppression System, Hazardous Waste & Haz Mat, WVDEP NPDES, and all facility emergencies. Schedule personal time off & county absence with the Maintenance Supervisor to ensure available coverage for Fire Alarm/Fire Suppression monitoring.
  • Coordinate Valley Dale Treatment Plant maintenance operations. Manage 3rd party contracted service company.
  • Water Testing Class I non-transient, non-community daily (weekday).

REQUIRED SKILLS/ABILITIES

  • Bachelor’s degree or five plus years related experience and/or training or equivalent combination of education and experience.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports, correspondence, guidelines, and training materials. Ability to speak effectively before groups of customers, the employees, and present training content to employees.
  • Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
  • Ability to read engineering prints as related to structures and/or equipment.
  • Working knowledge of Microsoft Office, web portals, and basic computer skills.
  • Advanced First Aid/CPR/AED Certification
  • RCRA Hazardous Waste Management Certification
  • EPA Method 9
  • DHS CSAT/CFATS
  • Hepatitis B Vaccine (or sign Waiver)

Specific vision abilities required by this job include close vision, distance vision, peripheral vision, color distinction, depth perception and ability to adjust focus. Occasionally work from elevated heights of towers or roof, be able to climb lengths of fixed ladders, and don/use fall protection. Operate and work from elevated Articulating Boom Lifts and Scissors Lifts.

While performing the duties of this Job, the employee is regularly exposed to fumes or airborne particles. The employee is frequently exposed to moving mechanical parts. The employee is occasionally exposed to outside weather conditions (high winds, elevated temperatures, freezing temperatures, precipitation of snow and rain) and risk of electrical shock. The noise level in the work environment is usually loud and will require you to wear hearing protection. Eye protection is required for access to most parts of the facility, while you are working inside, and even outside depending upon the work hazard exposure. Occasionally you are exposed to blood or other body fluids from employee injuries/illnesses, or while maintaining operations of the sewer plant; you must also wear Body Substance Isolation levels appropriate for cleaning and disinfecting workspaces of post employee injury and while at the sewer plant.
