BASIC PURPOSE: Responsible for understanding and interpreting the compliance policies for Florida and ensures requirements of assigned properties are adhere to, this includes all new communities in lease up. Ensure that each applicant file is reviewed and provide timely turnaround of all received files, and each file is in proper condition prior to move-in. Also responsible for developing and maintaining positive relationships with all site staff as well as acting as a liaison between various governmental agency monitoring personnel.
ESSENTIAL FUNCTIONS:
Works directly with applicants and site staff to obtain necessary documentation and clarifications to prove program eligibility and in some cases, works directly with sources to obtain appropriate documentation.
Responsible for data entry of all applications into Rent Café as well as verifying information in Yardi Voyager.
Assists Senior Compliance Analyst in gathering corrections and resolving 100% lease up audit report discrepancies as requested including.
Responsible for the review, income calculation, and verification of all application based on LIHTC criteria prior to approval for move-in, including Lease Up Properties.
Responsible for the initial review and Checklist submission to new households applying via Café for assigned portfolio and all new Lease Up Properties.
Work with community and Operation Leader’s during Lease Up to ensure timely approvals for files that go into Reg Review.
Meet with Senior Leadership on goals and expectations for Move-ins based on Certificate of Occupancy forms that are completed for each building during Lease Up.
Reviews findings letters from monitoring agencies and investors, coordinates with the appropriate VRD to complete the corrections and ensures that the response is delivered to the monitor on or before the required date.
Monitors a percentage of files approved and disqualified by the Application Support team and provide “spot training” if discrepancies are discovered. Reports monthly findings to both Vice President of Application Services and Compliance Director.
Reviews and submits required monthly reports to monitoring agencies; provides response to any report discrepancies. Reports must be reviewed monthly regardless of required reporting frequency.
Responsible for developing and maintaining positive relationships with all monitoring personnel.
Responsible to review monthly periodicals to ensure up to date with industry policies.
Pay for this position is commensurate with experience of candidate.
Knowledge and Experience
High school diploma or GED equivalent required.
Knowledge of state specific requirements for assigned states.
Must become familiar with Concord Management policies and procedures relating to both operations and compliance.
Intermediate knowledge of computer programs including, but not limited to MS Word, Excel, Outlook, and Property Management Software.
Must possess a positive attitude, excellent verbal, written and interpersonal skills and develop positive working relationships with both internal and external team members.
Must have the ability to work well in a fast-paced environment, resolve conflicts, be proactive, work independently and follow tasks through to completion.
Duties also require attention to detail and the ability to analyze complex data.
Two plus years of experience with the Housing Credit and other federally assisted programs this includes two years of experience of reviewing and determining Housing Credit Program applicant eligibility.
Experience with reviewing detail-oriented documentation in connection with banking, accounting, or other affordable housing programs.
Experience working in a fast paced, high demand environment is preferred.
Ability to speak, read and write English for safety and productivity reasons.
