The Project Estimator will be responsible for preparing and coordinating the preparation of full estimates on projects ranging in scope and complexity. This role will review proposal specifications and drawings to determine the scope of work and required contents of estimate. The Estimator is responsible for scope development and preparation of estimates for the construction and modifications of plants, facilities and retrofit projects. Facilities can include natural gas pipelines, meter stations, and compressor stations, liquids pipelines, meter stations, and pump stations, to include new facilities, modifications to existing assets, and integrity management enhancements. The ability to estimate in-house shop fabrications and mechanical skids are a plus. The Estimator compiles and keeps current industry pricing and benchmarking data to support cost estimating; collaborates with management on customer needs and critical timelines; takes the initiative to collaborate with other departments on scope of work development; identifies project risks and clarifies estimate assumptions to manage escalation, contingency, and unknowns.
Duties & Responsibilities: • Perform detailed process design calculations and process design simulations, prepare equipment and instrument data sheets, prepare process flow diagrams, and prepare piping and instrument flow diagrams. • Perform hydraulic analyses. • Specify and procure equipment and materials. Lead coordination efforts with vendors. • Review vendor quotes, develop technical bid evaluations, and perform clarifications. • Read and interpret blueprints, technical drawings, schematics, and computer-generated reports. • Develop engineering drawings, plans, and design reports. • Read and interpret codes, regulations, specifications, and engineering standards and complete assignments using engineering principles and techniques. • Organize and determine project specifications by reviewing customer requirements, standards, and or go-by information. • Assist the Project Manager with project execution by ensuring the delivery of quality deliverables, maintaining budget, schedule, and identifying scope changes as they arise. • Provide direct support to the execution team. Act as liaison between construction personnel and vendors and the Project Manager. • Keep the project moving forward by identifying and resolving obstacles that would otherwise stop or hinder progress. In conjunction with the Project Manager, the Project Engineer will develop an execution strategy that meets or exceeds these goals. • Prepare project status reports by collecting, analyzing, and summarizing information and trends. • Communicate regularly with clients and vendors. • Planning / Bidding • Responsible for leading, planning, managing, and directing a project team to accomplish the objectives of a project with limited, local objectives. • Reviews and analyzes customer bid request and work of scope, prepare project cost estimates, and finalize bid proposals for submission to customers. • Reviews, evaluates, and formulates project plans, schedules, and budgets. • Allocates staff and budget resources required to achieve project objectives. • Works with client departments to coordinate systems testing, installation, training, and support. • Uses appropriate methodologies to structure and organize the tasks to be completed by the team. • Monitors and reports the project status to company owners and appropriate parties using established metrics against the plan. • Has knowledge of commonly used concepts, practices, codes, and procedures for oil and gas engineering and construction projects. • Creates and implements organizational and project processes for tracking project costs and schedule in liaison with operations and functional management. • Projects forecasting, budget monitoring, progress monitoring, schedule updating, and analysis and implementation of project controls. • Provides guidance to the project services team and project management team in maintaining the execution of consistent, accurate, and timely reporting on a continual basis. • Coordinates meetings and reviews with the project team including contracts and legal if required. • Verifies appropriate project controls requirements are included in contracts prior to being sent for bid. • Creates progress measurement plan specific to the requirements of the project. • Accounts for the accuracy of cost and schedule estimates. • Validates contract, scope, cost, and schedule change management. • Attends pre-construction project meetings and serves as primary customer contact. • Orders materials for projects per customer specification. • Prepares and maintains master project schedule and make resource allocation recommendations • Updates project schedules and status updates for submission to customer on a predetermined basis. • Reviews field daily work reports and audit performed quantities. • Monitors the change management process. • Ensures project job completion packets are submitted accurately and timely to customer. • Maintains project record keeping system for current and completed projects. • Develops a project organization structure and ensure adequate and competent staffing and expertise throughout the project in a timely manner. • Other duties as assigned
Required Skills & Abilities: • Proficient in Microsoft Office Suite. Experience using flow modeling software preferred. Experience using Autodesk preferred. • Strong analytical and communication skills. • The candidate must be self-motivated and have excellent communication and organizational skills. • Onsite support and travel are required occasionally. • Ability to work under extreme environmental and weather conditions. • Possess and maintain a valid driver's license.
Education & Experience: • 5-10 years of oil and gas industry experience required. • Fabrication, plant, and facility construction and estimating experience preferred.

The incumbent must repeatedly lift and/or move up to 30 (THIRTY) pounds unassisted. Visual acuity, hearing, speaking, reading, and writing must be adequate to perform all required tasks safely.
Work Environment
The noise level in the work environment can be loud. Work is usually done indoors and sometimes (rarely) at a client facility or job site. The incumbent may be expected to travel to other work sites with prior notice.
