This position manages mobile computing infrastructure including the CAD/AVL systems, CCNC radio network and subscriber radio systems, APC systems and other intelligent transportation systems (ITS) and is responsible for modification of existing equipment/systems as well as integration of new systems.

Duties & Responsibilities:    
ESSENTIAL:


  •  Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling ensuring consistent application of Employee Guidelines, processes, and procedures. Conducts performance reviews, and holds employees accountable for optimal performance of their responsibilities.

  •  Manages and plans installations and upgrades, configurations, testing, maintenance, and operations of ITS applications, systems, and equipment, both back office and mobile. Establishes operating policies and procedures that ensure service standards are achieved and minimize or eliminate downtime when system components are being upgraded or new applications are being installed.

  •  Manages and supports database monitoring, performance tuning, patching, upgrades, backup and recovery, and disaster recovery.

  •  Oversees planning and design, and documents system parameters used within the host computers, data channel controllers, local area network, vehicle logic units, public sign systems, global positioning satellite (GPS), radio equipment and other ITS technologies to enhance operation, service quality, safety, security, and rider services.

  •  Responsible for creation of the operating budget and tracking expenditures, developing procurement documents and evaluating proposals. Administers maintenance contracts for a wide variety of electronic equipment. Maintains an ITS strategic rolling five-year plan for technology, standardization, optimization, cost savings and resource planning.

  •  Represents the organization in public safety communications issues with Federal, State and County government agencies concerning design and development or modification of communications services, consolidated and interoperable communications systems, and FCC licensing and frequency coordination.

Qualifications:    


  • Bachelor degree in information technology, electronics, electrical engineering, radio communications or a related field.

  •  A minimum of ten years of experience administering a complex radio/computer system including project management and budgetary controls.

  •  A minimum of seven years of supervisory experience.

  •  proficiency in communication system hardware and software such as LAN, radio communications, CAD/ AVL, mobile electronics, bus dispatching and operations.

  •  Proficiency in federal (FCC), state and local communication regulations.

  •  Proficient with Microsoft Office Suite.

  •  Ability to communicate effectively, orally and in writing.

  •  Ability to manage time and workload effectively which includes planning, organizing and prioritizing.

  •  Ability to use sound judgment.

  •  While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts; fumes or airborne particles; toxic or caustic chemicals; risk of electrical shock; risk of radiation and vibration. The noise level in the work environment is usually moderate.

Pay Range:

$118,265.00 - $167,050.25 Annual
