Volunteers of America National Services serves as the Housing and Healthcare affiliate of the Volunteers of America parent organization.



Regional Property Manager Job Highlights:



  • Job Type: Full-time


  • Pay: $100,000 per year based on experience


  • Schedule: Monday- Friday with Occasional Weekends 8:30am- 5:00pm


  • Travel: To managing sites when down a PM position.

  • The candidate hired has to live within either the Maryland, DC, or Virginia area.



About the job:



The Regional Property Manager is responsible for the daily operations of the entire property/properties, including supervision of staff, building maintenance, all administrative duties for both internal and external agencies, and maintaining positive relationships with the residents of the property. The Regional Property Manager will also provide support to other assigned properties and provide coverage when needed.

  • Must have Low-Income Housing Tax Credit experience.

  • Must have HUD Project-based and/or HUD PRAC experience.


  • High School diploma or its equivalent.

  • At least 5 years of property management experience.


  • Fair Housing Certificate and awareness of fair housing laws.


  • A robust financial acumen and will be required to be on-site during audits, inspections, and when down a property manager for daily coverage.


Preferred Skills:



  • Professional certification preferred (CMH, ARM, CAM, RAM).

  • Knowledge of regulations, acts, guidelines, etc., pertaining to conventional properties.

  • Knowledge of computer operations, including basic data entry.

  • Ability to communicate effectively and maintain good relations with residents and employees.

  • Knowledgeable in all local laws pertaining to fair housing.

  • Be familiar with the HUD 4350.03 Guide.


Essentials:



  • Accomplish financial objectives by collecting rent, processing invoices in a timely manner, scheduling expenditures, and initiating corrective action. Conduct expenditure forecasting and prepare draft of annual budget. Evaluate rental rates and complete market studies bi-annually.

  • Maintain office files for all business and financial records, as well as properly crediting the accounts and properly depositing all monies received. Maintain resident files in accordance to state, federal guidelines.

  • Maintain property, fill vacancies, enforce leases, and maintain and secure premises. Maintain an accurate waitlist for units, and show vacant units to prospective renters. Assure all other assigned sites are maintaining waitlists for their property.

  • Inspect property daily to ensure the building, building systems, and grounds are properly maintained by contracting for maintenance services. Keep an accurate record of inspections and processing work orders for needed repairs. Forecast and plan for needed repairs and replacements. Inspect vacant units to ensure a timely turnover.

  • Hire, train, supervise, conduct performance appraisals, and address employee relations issues. Approve all time sheets in a timely manner and ensure staff is entering correct information on their time cards daily.

  • Submit reports as required by the management agent or mandated by the federal, state or local government or syndicator as needed or requested.

  • Market the property in accordance with Fair Housing Regulations and the management agent's guidelines. Manage social networking websites. Establish lease-up goals in accordance with owner requirements.

  • Work directly with the Regional Housing Manager to assist in obtaining contracts, completing budgets and assuring quality standards are being met.

  • Resolve tenant complaints by investigating and enforcing rules of occupancy.

  • Accomplish organizational goals by accepting ownership for accomplishing new and different requests and exploring opportunities to add value to job accomplishments.
