Matrix Providers is currently seeking an experienced Federal Government Proposal Manager to support our Business Development team. The Proposal Manager is responsible for the management of activities associated with the development of proposals in response to Government solicitations. The PM will work independently to develop proposal outlines, compliance matrices, proposal schedules, and provides direction to cross-functional teams assigned to work proposal efforts.
Salary Requirement: $98,000 - $110,000 per year
Position Requirements:
Bachelors degree or 2+ years of experience with federal government proposal development, finance, contracting, project management and/or compensation analysis.
5+ years of proposal experience with track record of successful proposal planning and organizing/guiding proposal teams to develop winning and compliant proposal responses to complex federal solicitations and RFIs.
Prior knowledge with reading and analyzing requests for proposals (RFPs) & requests for quotation (RFQs).
Formal proposal training and/or relevant certifications (e.g., APMP)
Excellent writing, organizational, and communication skills.
Ability to synthesize/analyze material effectively; experience writing/editing technical & non-technical documents.
Must be able to work independently to meet deadlines.
Government proposal management experience within the healthcare industry is preferred.
Capable of reprioritizing efforts to meet dynamic workload and schedule shift and manage multiple, concurrent business development and proposal projects.
Detail oriented & motivated to provide error free work product.
Experience working with Project Management software and Deltek GOVWIN.
Responsibilities and Functions:
Review incoming Business Development opportunities daily.
Handling of RFP & RFQ intake process into CRM.
Support bid decision conversations and assist with conducting analysis of proposal development and progress.
Oversee proposal development team,processes and pipeline and design high-quality, compelling, and compliant federal proposals ensuring consistent, efficient implementation of processes and best practices.
Analyze customers requirements and prepare responses to formal solicitations and requests for information/market research ensuring 100% compliance oversight (RFI, RFP, FARS, page allocations, evaluation factors)
Proposal preparation and execution proposal activities. This includes but is not limited to proposal artifacts development, kick-off and proposal presentations, portal creation, data call management, schedule development and management, content creation and artifact/file management, color team review facilitation and management, etc.
Write and collate content as required, edit boilerplates, weave proposal win themes throughout, identify competitive differentiators and unique approaches, and gather information and research to include in proposals.
Provide daily progress updates and facilitate after-action debriefings, summarizing recommendations for improvement and apply lessons learned.
Creatively utilize publicly available data to develop competitive intelligence.
Conduct competitive analysis to identify and set price-to-win targets in coordination with BD team.
Create, maintain, and update reports, charts, and graphs bi-weekly for Leadership.
Conduct salary research utilizing various commercial and government resources.
Respond to and manage any pre-bid and post-bid revisions and edits, as required.
Work with internal Operations team in handling of post award process.
Follow up with contracting offices to inquire about proposal outcomes, as directed.
Capture all award notifications and record outcomes for reporting.
Support Pricing & BD with Key Performance Indicators (KPIs) and metrics.
Other responsibilities and projects as assigned.
