This position is located on the Beebe campus, is non-exempt and reports to the Director of Human Resources. It is responsible for developing and maintaining written human resources and payroll processes and procedures for Arkansas State University-Beebe. The incumbent assists employees with human resources and payroll issues. The Human Resources & Payroll Specialist is responsible for creating and maintaining electronic forms, mapped processes, and paper forms for both human resources and payroll. This position serves as the first point of contact for the office and provides administrative support to the Director of Human Resources and other staff. Project participation and committee service are required as needed or appointed.
KEY RESPONSIBILITIES:
HR Administration
o Coordinates and conducts the orientation process for part-time and student workers including paperwork, compliance and other processeso Processes and tracks all Employee and Dependent Tuition Discount requestso Coordinates the onboarding process for all new hireso Maintains employee records and files in compliance with employment lawso Resolves human resources related issues as needed
Payroll Administration
o Accurately processes payroll, including calculating wages, taxes, deductions, and benefitso Ensures timely distribution of paychecks and direct depositso Maintains payroll records and applicable reportingo Accurately and timely files payroll taxes and benefit withholdingso Assist management, faculty and staff with payroll related issues
Compliance & Reporting
o Ensures compliance with all applicable employment laws and regulationso Stays current on ASU System policies and practices to provide the college community with basic information when requiredo Completes I-9 forms, verifies I-9 documentation and maintains I-9 fileso Maintains accurate employee records and documentationo Tracks professional development for all employees
Administrative Tasks
o Serves as initial contact for in-person visitorso Answers the phoneo Provides exemplary customer service for applicants, employees and visitorso Retrieves and distributes mailo Makes copies, files, scans, and emails documents as well as performs other clerical functionso Provides administrative support for Human Resources and Payroll
HR Projects
o Assists with various projects including performance appraisals and employee surveyso Creates and maintains Human Resources' standard operating procedures and DocuSign formso Other projects as necessary
Other
o Completes verifications of employment, concurrent employment authorizations and oversees the education discount processo Serves on committees as assignedo Completes other tasks as necessary or assigned
