Are you a passionate, innovative biomedical scientist with experience in IT who specializes in airborne disease surveillance and is ready to tackle big challenges in biosecurity and public health?

ECS is seeking a subject matter expert in health informatics research, disease surveillance systems or infectious disease modeling with 15 years or more experience to join our team in supporting the Advanced Research Projects Agency for Health (ARPA-H). This role will serve in support of the Resilient Systems Office (RSO) which seeks to address systemic challenges across the healthcare and public health landscape by investing in cutting-edge technologies that address long-standing gaps in the quality, efficacy, and consistent availability of care. You will support ARPA-H's BREATHE (Building Resilient Environments for Air and Total Health) program (or similar programs TBA), a groundbreaking initiative that aims to revolutionize public health by advancing our ability to monitor and improve indoor air quality and forecast emerging health threats.

What you will do. In this role, you will serve as a "systems engineering and technical assistance" advisor to the RSO Program Manager (PM) by providing support and thought leadership to the PM, the performer teams, and stakeholders across the health innovation ecosystem in the research and development of revolutionary approaches for programs like BREATHE that will sense and assess threats in air quality and deliver healthier air when needed. More broadly, you will enable the agency to manage and provide oversight to advanced R&D efforts; help shape future R&D concepts, programs, and solutions; integrate and advance our nation's healthcare ecosystem processes, policies, and enabling technologies; and enable the agency to expand its healthcare and scientific scope into yet unknown areas. This includes:

  • Serve as a scientific and technical advisor for cutting-edge research projects that will create a scalable system capable of monitoring and managing indoor air.
  • Facilitate the identification, development and testing of solutions in three technical areas: creation of indoor biosensors, development of respiratory risk assessment software, and installation of systems in buildings to cost-effectively deliver healthier air when needed.
  • Support program managers in the development, technology transition, and commercialization of these new research methods, concepts, technologies, and operational processes.
  • Provide strategic assessments of methods and technologies related to the development of this system for testing and optimization.
  • Collaborate and support a team of performers across a range of expertise, including molecular diagnostic testing and biosensor instrument developers, data analysts, risk assessment software developers, property management firms, and others.

Salary Range: $145,000-$180,000

Required Skills:

  • Possess at least 15 years of total work experience (can be a combination of research, commercial, government, and consulting).
  • Experience in Information Technology, data management, or machine learning required.
  • Experience in health informatics research, disease surveillance systems or infectious disease modeling is highly preferred.
  • Proven experience supporting research and/or development in areas of airborne disease detection and mitigation to include indoor biosensors, respiratory risk assessment software, and related smart building systems solutions.
  • Demonstrated ability to conduct independent research, analyze data, write scientific reports, and evaluate new start proposals.
  • Passionate about innovation and driven to make a real impact on human health.

  • U.S. citizenship or lawful permanent residency is required per contract.

  • Ph.D. in Biopsychology, Epidemiology, or related scientific field.



Desired Skills:

  • Three years or more experience working for a Federal ARPA organization.
  • Two years or more experience in Federal Healthcare and/or Scientific Consulting.
  • Experience supporting complex healthcare and programs of a research and development (R&D) nature.
  • Strong communication and teamwork skills, with the ability to collaborate effectively with scientists, engineers, and other professionals from diverse backgrounds.
