The Senior Manager will serve as IREX’s senior organizational and legal representative in the Kurdistan Region, with responsibility for developing and maintaining positive relationships with education partners, private sector partners, Kurdistan Regional Government (KRG), and with donors and clients including the U.S. Embassy and Consulate, and the Department of State’s Bureau of Democracy, Human Rights, and Labor. The Senior manager will provide overall leadership and technical support on the implementation of IREX programs in the IKR as well serving as a key point of coordination for team and program managers on IREX programs across Federal Iraq.

Your Background & Skills

  • Bachelor’s degree in related field required; master's degree preferred.
  • Minimum 10 +years of progressive job experience, or a master’s degree and 9 years of experience.
  • Excellent ability to communicate effectively on the technical aspects of implementation with a wide variety of stakeholders.
  • Proven track record of working effectively with other projects, media and civil society, high-level host country host government counterparts, and other international partners.
  • Must possess the technical, managerial and communication skills to assume all job-related responsibilities of a project manager and country office representative on a full-time basis if needed.
  • Effective oral and written communication credentials.
  • Very good command of English Language and Kurdish is required.
  • Strong representational and organizational skills.
  • Must demonstrate valid proof of unrestricted authorization to work in the Kurdistan Region of Iraq.

Your Daily Tasks

  • Oversee administrative and financial aspects of the IREX regional country office in Kurdistan, in collaboration with Senior Technical Expert and project managers.
  • Oversee all components and day-to-day operations of the programs to ensure that activities are delivered on time and on budget while adapting as needed for changing conditions and to maximize progress toward the program objectives and goal.
  • Serve as a point of contact for Kurdistan region; includes interacting with key stakeholders, partners, and fellow IREX employees. Represent IREX to external stakeholders in-country and internationally. Responsible for drafting and sending correspondence with stakeholders and manages stakeholder relations with the guidance and/or approval of program management.
  • In collaboration with the HQ-based Project Director or Project Manager develop and communicate the overall project vision and values to staff, partners, and stakeholders.
  • Lead and coordinate the renewal process in regional/country of responsibility.
  • At the direction of project leadership, independently and accurately perform financial administration tasks (budget tracking, budget estimates, invoicing). Make independent decisions about the type of information needed to populate a given document consistent with policies.
  • Work with program staff appropriate IREX DC and regional staff to ensure office and programs operations in compliance with IREX policies, USG requirements and Iraq regulations and to implement applicable procedures.
  • Approve all IREX reports for local authorities (Tax Inspection, Medical Fund, Social Fund, and Statistics Department), ensure the correspondence of local accounting procedures to the local regulations.
  • Other duties as assigned.
