Job Responsibilities:
The Director of Emergency Management is responsible for all aspects of emergency preparedness and management. Working within the National Incident Management System (NIMS) and the Incident Command System (ICS) techniques of emergency response and recovery, the director will develop, implement, and maintain Fisher's comprehensive emergency management plans and procedures. The director represents the University in the federal, state, and local emergency management community.
Duties and Responsibilities
Oversees the development, implementation, and annual review of emergency preparedness response plans, recommending policy and program changes that respond to changing needs and requirements.
Responds to and manages emergency situations as they arise.
Coordinates the Emergency Operations Center (EOC) including:
facilitating the activation of the EOC
maintaining personnel of the emergency response team
providing ongoing EOC operational training and preparedness drills
maintaining and regularly updating all documentation relating to emergency response plans including the Emergency Operations Guidebook and emergency communication lists
serving as the Incident Coordinator in the absences of the Director of Safety & Security.
Serves as primary emergency management liaison with local, state, and federal agencies, to include the NYS Emergency Management Association, Departments of Public Safety and Health, State Police, Monroe County, and other community agencies.
Collaborates and develops professional relationships with public and private agencies to ensure that local first responders and local public health departments response is a coordinated, informed effort.
Prepares and delivers educational presentations to faculty, staff, students, and administration on Emergency Preparedness.
Disseminates information about campus initiatives and emergency preparedness programs.
Ensures the University is adequately prepared for, and successfully carries out, emergency preparedness disaster drills.
Develops, coordinates, delivers, and evaluates training programs, outreach activities and emergency management exercises/drills for the campus community.
Creates, maintains, and disseminates accurate records of incidents, emergency drills, training sessions, and after-action reports as required by the University, as well as local, state and federal law.
Assures emergency management program compliance with established goals in accordance with federal, state, and local emergency preparedness requirements and standards.
Education / Experience:
Required:
Bachelor's Degree
At least four years of professional work experience in Emergency Management, including emergency preparedness planning, training, and exercise development and execution.
Experience operating and maintaining emergency communications equipment, EOC equipment, supplies, and technology.
Command of the National Incident Management System (NIMS) and the Incident Command System (ICS) techniques of emergency response and recovery.
Appropriate knowledge of federal, state, and local laws, and regulations and guidelines related to emergency management, as well how to locate, interpret and apply them.
Working knowledge of disaster planning, processes, systems, recovery, and resource requirements.
Experience working with local, state, and federal emergency systems and agencies, to include law enforcement, fire prevention/protection, and emergency medical services.
Knowledge of chemical, biological, radiological, and explosive (CNBRNE) hazards, and response and mitigation procedures and techniques.
Capability to present educational programs and train others.
A valid driver's license.
Preferred:
Experience in a higher education setting.
Master's degree in emergency management, Public Safety, Public Administration, or related field.
Certified Emergency Manager (CEM) credential or certified business continuity practitioner.
Familiarization with Clery Act compliance
Training certificates in ICS, SEMS, NIMS, NDMS, the FEMA series, or related training programs.
Investigative experience in a law enforcement or security department environment.
