Overview:
Functions: Facilities Program Manager will provide technical and operational support services to the Facilities Department at the Naval War College (NWC) in Newport, Rhode Island as the College undergoes a major renovation. The candidate must have a documented record of success managing resource allocation, budgeting, and program development, as well as demonstrated expertise leading teams. Clearance level: Secret
Duties:
Assists in identifying project requirements based on NWC mission needs and existing building conditions. Aids in developing detailed scope of work and project estimates for design and/or construction services.
Provides recommendations and participates in the design and construction contractor selection process.
Assists in performing detailed reviews of all aspects of designs, drawings, specifications, and cost estimates associated with design projects. Coordinates with other NWC customers and departments, including Telecommunications, Audio-Visual and Security, to ensure their respective requirements are addressed in the design scope and documents. Manages the Furniture, Fixtures, and Equipment (FF&E) scope and design to ensure NWC standards are met and incorporated into building designs.
Acts as the NWC customer liaison for all maintenance and construction projects. Coordinates with Naval Facilities Engineering Command (NAVFAC) Newport on the execution and implementation of projects to include schedules, construction tasking, and building system outages to ensure minimal interruptions to NWC operations.
Tracks and maintains comprehensive list of NWC projects to include description, status, cost, and schedule.
Assists in performing building and grounds evaluations, identifying deficiencies in all building systems including but not limited to mechanical, electrical, life safety, plumbing, telecommunications, security, exterior envelope, and civil infrastructure.
Participates in space management process to include evaluating space requirements, identifying potential options, and managing and updating NWC's space management process and application.
Assists in developing, maintaining, and updating interior finish plan to include wall, ceiling, flooring, doors, door hardware, window treatments, and furniture.
Maintains and updates NWC's building as-built drawings and maintenance manuals database and library.
Assists with the daily maintenance and support of all NWC buildings.
Assesses data from building evaluations and coordinates with Naval Station Public Works on necessary service requests to address deficiencies. Engages and coordinates with commercial service and construction contractors for repairs and maintenance outside the scope and ability of NWC Facilities Department and Naval Station Public Works.
Evaluates building operations to identify solutions for energy conservation, consumption, and reduction. Assesses building utility data to determine system inefficiencies and makes recommendations for improvement.
Requirements:
Bachelor's degree in engineering or related field.
Experience with CAD
Ability to lift carry 50+ pounds.
Ability to obtain andmaintaina DoDsecret security clearance.
