Job Description
The Payroll Manager will lead and supervise Idaho State University's payroll operations, including benefits functions, ensuring total compensation is processed on time, accurately, and in compliance with government regulations. This includes working closely with members of the HR and Finance teams to ensure timely and efficient processing of payroll, and compliance with federal, state, and local payroll and wage laws.
The Payroll Manager will work closely on a day-to-day basis with the Payroll Accountant Senior, Personnel Technician for Payroll Processing, HR Associate for Employee Leave, and the Benefits Coordinator. The Payroll Manager and Payroll Accountant Senior will both be cross-trained to run payroll to ensure redundancy and flexibility, as needed, to support biweekly payroll operations. Because ISU payroll is processed on a bi-weekly basis, the Payroll Manager position requires the ability to work a regular schedule consistent with the needs of the university and payroll cycle.
This position may be eligible for part-time hybrid remote work as determined by supervisor; not to exceed 8 days per month.
Key Responsibilities
Payroll Administration:
Lead and manage day to day operations of the payroll team, providing guidance, training, and performance management
Coordinate with HR, Finance, and ITS departments to ensure seamless payroll operations
Coordinate the maintenance and testing of payroll systems, ensuring accuracy of payroll transactions including salaries, benefits, garnishments, taxes, paystubs, timesheets, and other deductions
Oversee the processing of biweekly payroll in compliance with ISU, federal and state laws, ensuring accurate and timely processing of all payroll related actions including all respective personnel actions and time reporting.
Cross train with Payroll Accountant Senior to run payroll to ensure redundancy and flexibility, as needed, to support biweekly payroll operations
Interpret ISU policies and government regulations in connection with payroll activities and make recommendations on modifications to leadership as appropriate
Develop and administer programs, processes, resources, and initiatives to ensure best payroll and timekeeping practices
Review payroll transactions and processes and create audit points or quality control measures to ensure accuracy, efficiency, and compliance
Prepares and maintains accurate records and reports of payroll transactions and facilitates audits by providing records and documentation to auditors; conducts review for audit purposes and compliance
Complete routine tasks associated with tracking international employees
Completes daily, weekly, monthly, quarterly, and annual tasks associated with payroll administration requirement and reporting
Payroll Processing:
In conjunction with Payroll Accountant Senior, Personnel Tech, and Finance and HR team members, lead biweekly preparation for payroll processing
Oversee and conduct biweekly payroll processing including preparing and loading pay related files, approving direct deposit file, vendor and levy checks, worker's compensation, and file management with ADP for out of state workers
Provide support and supervision of Benefits Coordinator in carrying out benefits administration, including onboarding benefits enrollment processes for eligible faculty and staff, and administration of state benefits with the Idaho Office of Group Insurance
Works closely with Director of HR Operations to recommend and implement process improvement and system change needs related to the payroll system
Minimum Qualifications
Bachelors degree in Accounting, Business Administration, Human Resources, or related field required
Three (3) years experience in payroll, and one (1) year of prior supervisory and management experience
Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes
Demonstrated ability to manage and prioritize multiple projects and tasks and meet deadlines, while maintaining organization and attention to detail in a fast paced environment
Exceptional interpersonal and communication skills to interact effectively with leadership, faculty, and staff at all organizational levels
Strong analytical and problem-solving skills
Proficient with Microsoft Office Suite or related software
Proficient with payroll software
Preferred Qualifications
Master's Degree, Professional Payroll Certification, or Professional HR Certification
Related experience with an institution of higher education.
Prior experience working with Banner
Experience with multi-state processing and knowledge of tax laws
Additional Information
