Salary Range: $34.29-$49.47 per hour

SUMMARY

The Patients’ Rights Office (PRO) within the Los Angeles County Department of Mental Health is looking for a Health Program Analyst I (HPA I) to represent the department at Board of Supervisor weekly meetings and Mental Health Commission meetings to assist constituents by providing community resources, linkage to mental health services and general support.  Receive inquiries from client’s family members and client’s themselves regarding DMH services and providers.  Provide representation to mental health clients at Certification Review Hearings and Medication Capacity Hearings. The HPA I will be responsible for preparing patient position and testimony by gathering and analyzing facts and information relevant to the hearings, such as holds and medical records, as well as interviewing patients to obtain information which may or may not be presented in hearings.  

ESSENTIAL FUNCTIONS


  • Triages calls from clients, family members and community members and determines priority for needs according to seriousness; initiates procedures for 72-hour detention or immediate treatment at mental health urgent care as appropriate. Interviews family to obtain mental health treatment history and needs. Assists the family or client with developing a plan for follow up care and provides linkage and support necessary to obtain care.

  • Attends In- Person Board of Supervisors meetings and in person Mental Health Commission meetings on a bi-weekly basis to assist constituents by providing emotional support, community resources, and linkage to mental health services.

  • Complete Patient Rights Grievances by investigating complaints made by patients. Interviews parties involved in grievance, reviews medical records, and drafts letters to parties involved in grievance to provide information and resolution.

  • Represent mental health clients at their certification review hearings as well as their medication capacity hearings within the psychiatric inpatient setting. Assess the client's functioning within the facility setting and prepare client to testify in the hearing.

  • Conduct sensitive investigations involving adverse events such as deaths and patient abuse in psychiatric facilities by reviewing the medical record, interviewing clients and all administrative and clinical staff involved in the event. Evaluate the nature of the occurrence, prepare an extensive investigatory report and when indicated will request a plan of correction to improve therapeutic treatment methods.

  • Serves as “Duty Officer” by providing telephone coverage during working hours for handling complaints and responding to inquiries from psychiatric clients. Encourages dialogue between the consumer and his or her treatment team, conservator and or attorney. Inform patients of hearing process and their due rights while on an involuntary hold. Respond to inquiries from family members as well as follow up referral from the ACCESS Center and State Disability Rights Office.

NON-ESSENTIAL FUNCTIONS


  • Attend team meetings and client appointments to support in timely record-keeping, billing, and administrative follow-up needs.

  • Participate in performance/quality improvement (PI/QI) activities and contributes to policy development and document clinic protocols and workflows, as needed.

JOB QUALIFICATIONS


  • Bilingual Spanish-speaking preferred

  • Demonstrated ability to establish and maintain strong working relationships with professionals at all levels within the department.

  • Expertise in maintaining effective verbal and written communication.

  • Display an organizational style with a strong attention to detail.

  • Ability to maintain strict confidentiality of sensitive information with tact and diplomacy, congruent with HIPPA policies, and deep understanding of the sensitive nature of mental health issues.

  • Ability to work well autonomously and within a team context with a proactive and solution-oriented attitude.

  • Strong proficiency with electronic health records systems, information management programs, Microsoft Office, and other programs.

 Education/Experience

Option I: A Bachelor's degree from an *accredited college or university in Social Work, Counseling, Health Care Administration/Management, Public Administration, Behavioral Sciences, Social Sciences, Business Administration, or a closely related field --AND-- two years of experience performing assignments in mental health or public health program analysis.  


A Master's degree from an *accredited college or university in Social Work, Counseling, Health Care Administration/Management, Behavioral Sciences, Social Sciences, or a closely related field may be substituted for one year of the required experience in the analysis of mental health or public health programs. This is only applicable to option I. 

 

Option II: Four years of experience performing assignments in mental health or public health program analysis.


Certificates/Licenses/Clearances


  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

  • Successful clearing through the Live Scan process with the County of Los Angeles

  • A valid and active license as a LicensedClinical Social Worker issued by the California Department of Consumer Affairs, Board of Behavioral Sciences is strongly desired.
