Directs the Facilities Management, general/support services, and information technology functions of a highly complex and secure facility, to include oversight of daily activities related to facilities planning/management, cross-functional financial management, budget planning and expense management, business continuity planning and risk mitigation, food services, tenant/leasing management, housekeeping, event management, grounds keeping, mail handling, equipment inventory management, fleet procurement and maintenance, contract negotiations and policy/procedure development.
In addition to office level responsibilities, serves as a representative of the District Facilities Function Office with District leadership and oversight responsibilities for other support and overhead functions, such as purchasing, contracts, and Food Services. Supports national critical infrastructure functions as part of the Federal Reserve’s payment systems processing support structure.
Key Responsibilities:
May serve as the duty officer (acting Branch Manager) in the absence of the Branch Manager, during both routine absences and during business continuity situations.
Directs the operations of facilities management, support services, information technology, and food services functions. Develops long term strategic plans and related objectives, as well as performance standards/metrics and standard operating procedures for functional area(s). Establishes and ensures compliance with performance/control standards and procedures for both in-house and contracted services, and measures and monitors progress to ensure functional operational targets are met.
Directs daily IT support function for local and remote work arrangement staff and ensures compliance with information security (ISM) guidelines and other IT related governing procedures.
Plans operational improvements and business process strategies to enhance local and District functional area(s) performance. Resolves operational problems and takes corrective action to ensure effective department performance. Serves as a representative of the Facilities Function Office with District leadership and oversight responsibilities for a defined area of expertise.
Recruits, selects, develops, and manages department staff to maximize operational effectiveness. Develops, approves, and implements salary compensation programs to include annual approach to merit increases and payment of variable pay.
Directs daily operation of the Facilities function to include building maintenance operations, housekeeping, purchasing and contracting, event management and catering, cafeteria services, vehicle fleet management and mail operations.
Develops, approves, and provides oversight to multi-million dollar annual operating budgets (5 year forecast) and long-term plans and forecasts for major capital renovation projects (5-10 years) for building and operating equipment, in addition to large capital project budgets that fluctuate annually based on infrastructure and building renovation needs. Approves actions plans and expenditures to meet operational goals/objectives.
Ensures compliance with OSHA, state and local building codes. Serves as the Bank’s interface with suppliers, architects, interior designers, consultants, construction and other contractors and vendors. Directs and oversees all leasing activities, including coordination with outside real estate brokers, legal staff and senior functional management on tenant selection, lease contract negotiations, due diligence evaluation of potential tenants, and ensuring compliance with District leasing guidelines. Oversees the leasing cost justification analysis process, develops budgets and project plans for tenant capital improvements and build-out activities and oversees all tenant relations and activities.
Oversees and/or supports local business continuity and resiliency efforts to ensure operations are well positioned for quick recovery from disaster and/or contingency events and risks are assessed and effectively mitigated. Develops, approves, and maintains crisis contingency procedures and constructs and facilitates routine exercises designed to test contingency readiness levels while ensuring ongoing compliance with the Business Continuity policies. Serves as a business continuity site leader during emergency situations.
Provides innovative and knowledgeable support to local Bank management. Directs and/or participates in various initiatives and projects both functional and cross functional at the local and company level . Coordinates implementation of policy and procedure changes and solves complex operations or administrative problems. Drafts reports and correspondence, conducts studies and/or develops plans as required. Represents the Bank on various local or company-wide task forces and committees, makes presentations and participates in public relations or other outside activities which may require travel.
Through subordinate management staff, manages in-house cafeteria or outsourced food services operations for Bank and tenant staff. Confers with local Bank management on special event catering and meeting room coordination for Board of Director and other formal meetings/events for internal/external groups and tenants and executes delivery of requested services in event management capacity. Ensures compliance with state public restaurant health codes.
Education: Bachelor's Degree or 4 years equivalent experience; Bachelor's Degree preferred
Experience: Five to eight years preferred
Qualifications:
Bachelor's degree in Facility Management, Business Administration, Engineering, or a related field (preferred).
Minimum 5+ years of experience in facilities management, with a proven track record of success in a similar role.
Strong understanding of facilities maintenance, operations, and capital planning principles.
Experience in developing and implementing facilities management policies and procedures.
Excellent budget management and financial analysis skills.
Experience in supervising and leading a team of facilities professionals.
Strong communication, interpersonal, and problem-solving skills.
Ability to prioritize multiple tasks, manage deadlines, and work independently.
Proficient in MS Office Suite and related facilities management software (preferred).
