Position Summary:
The Athletics Chief Business Officer (CBO) will report directly to the Vice Chancellor for Finance & Administration/Chief Financial Officer and be a senior staff member for the Vice Chancellor for Finance & Administration/CFO. The CBO will be located within Athletics to assist in creating a collaborative environment. She/he will have a dotted line reporting to the Senior Associate Athletic Director CFO/COO. She/he will work closely with Senior Athletic Administrators, Coaches and Support Staff. In tandem with campus financial services and athletics, She/he will provide counsel, guidance and support for establishing financial policies and procedures as well as budgetary guidelines. She/he will work to establish sound financial strategy, administration and decision-making. Athletics is a very important unit of Arkansas State University and the University's stakeholders are vitally interested in its effective and efficient operation including sound financial administration.
Duties & Responsibilities:
The individual filling this position is expected to work collaboratively with Campus Finance and Athletics to share oversight of:
Athletics operating budget including development, execution, and adjustment
Athletics financial administration and accounting for revenues, travel and recruiting expenditures , salaries, contracts, and commitments, scholarships, capital outlays, and other expenditures for supplies, services, and operations.
Develop processes that comply with state and university policies and procedures and promotes efficiency, accountability, and strong internal controls.
Prepare regulatory and compliance reports and other external reports for the Sunbelt Conference and NCAA, as well as, financial management reports for the University's Vice Chancellor for Finance & Administration/CFO, Vice Chancellor for Intercollegiate Athletics, the Senior Associate Athletics Director and Chief Financial Officer, and other Senior Athletics staff to insure effective reporting, compliance, and decision support and analysis.
W ork to insure effective communication and collaboration on financial matters between Athletics and the University's Central Administration. Coordinate monthly meetings between Central Financial Administration and Athletics and quarterly and annual updates/reviews with the University's Administration, Athletics, and the ASU System Office.
Develop, interpret, and implement processes and procedures to insure effective financial and resource planning, and management of athletics department budgets.
Assist with developing financial plans, including annual resource allocations, capital financing, scenario-modeling, operating forecasts, and decision-support analysis.
Maintain awareness and understanding of the complex and evolving regulatory, compliance, and financial environment of collegiate athletics, including changes in rules related to Name, Image, and Likeness, revenue sharing, scholarships, and other expected Court rulings and Arkansas state laws expected to be changing over the next few years.
Knowledge/Skills/Abilities:
Extensive knowledge of financial policies, procedures and systems, budgeting and reporting techniques, long-range planning, human resources planning, accounting, internal controls, and strategic planning methodologies.
Strong leadership abilities and interpersonal skills to work effectively, collegially, and collaboratively with diverse staff and university leaders, especially between the university CFO and athletics
Ability to analyze situations, adapt to changing priorities, work independently on multiple projects simultaneously, and make recommendations.
Develop and maintain knowledge of applicable rules and standards of the Sun Belt Conference and the National Collegiate Athletic Association (NCAA), Arkansas state laws, and consistently adhere to these rules and standards.

Minimum Qualifications:
Candidate must have a bachelor's degree in accounting or business-related field. A Master's degree in Business, Athletic Administration, or closely-related field is preferred.
Five (5) or more years of progressive experience in accounting, financial analysis, and/or project management is preferred with collegiate and/or athletics financial administration experience a plus.
