Position Summary:

Aleut Federal, LLC is hiring a Research Analyst to provide Freedom of Information Act (FOIA) support under its Enforcement Support Services contract with the U.S. Environmental Protection Agency (EPA), Region 5, Superfund Division. The primary function of FOIA is to ensure U.S. citizens are informed, which is vital to the functioning of a democratic society. It is often described as the law that keeps citizens informed about their government. Federal agencies, including EPA, are required to disclose any information requested under FOIA unless it falls under one of nine exemptions that protect interests such as personal privacy, national security, and law enforcement.

Job Description:

• Review and analyze incoming FOIA requests to determine appropriate follow-up actions.
• Obtain documents responsive to the FOIA request using EPA resources and databases.
• Make determinations about disclosures, issuance of denials, redactions, and access to EPA records.
• Prepare, review, and edit correspondence free of spelling, grammatical, and factual errors, consistent with established FOIA policies and procedures.

• Exercises independent judgment and discretion when writing summaries of the information gathered during the PRP Search Process and analyzes documents for evidentiary value, strength, and admissibility under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).

Requirements:

• Records management experience is a must.
• Knowledge of basic principles, concepts, and methodology of FOIA and the Privacy Act, including FOIA exemptions and how to apply them.
• Ability to analyze records and evaluate government information issues.
• Ability to manage multiple cases at one time.
• Ability to manage strict deadlines.
• Excellent verbal and written communication.
• Computer proficiency, ability to learn new software and proficiency with Adobe Acrobat redaction capabilities.
