ATA Services Inc. is currently seeking to hire an experienced Grant Accountant to work on a temporary assignment with the City of Albuquerque.
Start Date: ASAP
Pay Rate: $25.70 per hour with weekly pay.
Schedule: Monday – Friday; 8:00am – 5:00pm

POSITION SUMMARY:
Maintain and analyze the accounting records for grants awarded to the City; monitor grant expenditures for compliance with Federal and State guidelines; provide technical assistance to the Accounting Officer, Grant Administrator, and the Accounting Manager and all City Departments in the recording and reporting of grant transactions; analyze and reconcile grant transactions to the general ledger and prepare drawdown requests; provide management reports and assist in the development and implementation of adopted financial policies.
ESSENTIAL AND SUPPLEMENTAL FUNCTIONS:
Review, analyze and maintain the official grant records for the City of Albuquerque in accordance with generally accepted accounting principles, City ordinances, and State and Federal laws.
Assist in the preparation of the Schedule of Federal Expenditure (SEFA) included in the Comprehensive Annual Financial Report (CAFR).
Review new requirements and pronouncements of OMB, GASB, and FASB to determine the impact on the City's financial operations; recommend revision to existing policies or establish new policies as necessary.
Develop special use reports regarding the status of grants awarded to the City; work with departments to reconcile grant expenditures to the General Ledger.
Review and evaluate the financial and organizational impact of proposed legislation including Federal and State statues and City ordinances.
Assist the Accounting Officer and Grant Administrator in organizing accounting records for grants awarded to the City; assist in timely closing of grant projects.
Provide technical and professional financial support in relation to grants to City departments, the Budget Office, City administration and City Council.
Administer financial functions relative to assigned "grants" which includes reviewing grant expenditures, revenues, accounts receivables and deferred revenues.
Serve as a contact for the external auditors during the City's Annual Single Audit; provide auditors with special reports and schedules as required; respond to auditor inquiries.
Work with City department management and external auditors to resolve audit findings related to grants.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Related education and experience may be interchangeable on a year for year basis.
Bachelor's degree from an accredited college or university in accounting, business administration or a related field, plus five (5) years of professional accounting experience to include three (3) years of governmental accounting or financial statement preparation. Experience working directly with granting agencies preferred. Certified Public Accountant (CPA) preferred.

Principles and practices of fiscal record keeping and reporting
Principles and techniques of general and fund accounting
Principles and procedures related to budgetary preparation, controls and development
Methods and techniques of research, analysis and report preparation
Principles of supervision, training and performance evaluation
Requirements of OMB Circulars A-133 and A-87
PREFERRED SKILLS AND ABILITY:
Explain accounting concepts and standards to financial and nonfinancial personnel throughout the City
Work with PC based spreadsheets, word processing and database applications
Work on several major projects simultaneously with short deadlines
Work independently in the absence of supervision
Communicate clearly and concisely, both orally and in writing
Analyze financial problems and recommend solutions
Exercise good judgment and make sound decisions
Work cooperatively, diplomatically and tactfully on highly sensitive issues with administrative and city council staff
