General Summary



This position is responsible for coordinating Construction Quality Management functions for a region/division and/or management of one or more construction project quality programs and function as the primary project quality representative to the client(s) to ensure quality objectives and compliance are achieved.



Essential Job Accountabilities



  • Provide analytical support for review of Requests for Proposals (RFPs) and determine project quality requirements in the project pursuit stage and support the accurate estimating of construction project quality scope, effort, and budget.


  • Develop effective Project Quality Plans that establish a system and procedures that meet project requirements, budgets and schedules while minimizing risk.


  • Ensure project team personnel receive quality policy awareness, Project Quality Plan and quality program training relevant to their assigned roles so they can effectively execute quality system tasks and processes to achieve quality objectives.


  • Provide technical support for operations to ensure rapid resolution of technical challenges, client concerns, and identify knowledge transfer needs.


  • Assist in resolving quality issues in design or construction, Requests for Information (RFI), submittals, non-conformances, corrective or preventive actions, and construction deficiencies related to quality to deliver customer, satisfaction, prevent risks from recurring, and drive improvement to cost and schedule.


  • Verify project staff follow document control requirements to ensure compliance.


  • Manage and support project Definable Features of Work (DFWs) planning and the quality three phase inspection process to ensure DFWs are produced and built right the first time.


  • Establish effective Inspection and Test Plans that measure and coordinate quality related inspection & testing activities and hold-points with all required parties & stakeholders.


  • Support the development and effective use of checklists to measure and analyze Construction First Time Quality and drive continuous improvement on projects.


  • Actively manage execution of quality functions performed by project QA/QC staff and/or assigned personnel and facilitate development and training to assure a highly engaged, effective and organized workforce.


  • Manage and/or support project QA/QC staff and/or assigned personnel to oversee quality service subcontractors and collaborate with 3rd party QA/QC firms as required.


  • Participate with project QMS audits to identify opportunities for improvement and verify conformance with project specific and corporate compliance standards.


  • Develop, maintain, and leverage relationships with project partners, consulting engineering firms, public agencies, and other clients to improve customer satisfaction and provide access to resources that allow the Company to efficiently execute the quality system.


  • Advocate for and comply with Company's Quality Policy and Code of Conduct to ensure compliance.





Education/Certification



  • Degree in engineering, construction management or other technical discipline preferred


  • Registered Professional Engineer preferred or required when assign to a project(s) with a contract requirement


  • Training and/or certification in one or more quality systems such as United State Army Core of Engineers (USACE)Contractor Quality Management, ASQ Manager of Quality, Quality Auditor, Quality Engineer or other continuous improvement methodologies such as Lean, Six Sigma or Kaizen preferred





Work Experience



  • 3 - 5 years of technical, managerial, or quality experience on construction projects


  • Quality control experience on structural steel bridge projects


  • FHWA or similar Federal project experience





Knowledge, Skills, and Abilities



  • Knowledge of and experience with quality management systems such as: ISO 9001, US Army Corps of Engineers, Malcolm Baldrige, Lean, Kaizen, Six Sigma or other recognized quality management systems


  • Technical knowledge of materials and construction concepts


  • Ability to properly manage and prioritize resources, people and activities


  • Knowledge of punch list and project closeout


  • Excellent consultative and communication skills and ability to interface effectively with all levels of project management and field supervision


  • Ability to work in high production environments and respond quickly and effectively under pressure and deadlines


  • Proficient with database operations and Microsoft Office Suite


  • Self-motivated

Base Salary Range:

$109,980.00 - $164,971.00
Pay may vary based upon relevant experience, skills, location, and education among other factors.
