DEPARTMENT OF PLANNING & BUILDING
The County of El Dorado, Department of Planning & Building is split into providing two services; Building and Planning Services. Building services is responsible for permit processing, scheduling and conducting inspections, parcel data, and building codes and policies. Planning Services is responsible for accuracy and upholding building codes and regulations for land use and development, personal and commercial cannabis guidelines and regulations, update of zoning ordinances as well as has a Planning Commission that is the Board of Supervisor's advisor on land use planning.

THE OPPORTUNITY

You will have the opportunity to process complex building permit applications, including those for commercial and industrial projects; receive plans, calculate fees, route plans for professional review and review basic plans within specific guidelines; confer with applicants regarding County procedures and plan requirements; and perform specialized technical support work.

The selected candidate will have the opportunity to:

  • Process permits for complex commercial and industrial projects, ensuring that all permit requirements are met and follow-up is accomplished.
  • Assist staff with the resolution of situations that arise in contact with homeowners, builders, architects and contractors regarding the interpretation or coordination of the department's work.
  • Schedule public service desk coverage to ensure public receives prompt assistance.
  • Review building plans and specifications for completeness and conformance to permit requirements; review specific forms, permit applications, waivers, affidavits, plans, energy calculations, and truss calculations for completeness and compliance with pertinent codes and regulations.
  • Calculate square footage of the construction area by measuring to scale.
  • Calculates permit, plan checks, map check and similar fees; collects such fees and issues receipts.
  • Checks the addresses and parcel numbers for any previous work or departmental actions regarding the property.
  • Verifies that required permits have been obtained; verifies the contractor's and subcontractor's Worker's Compensation coverage, construction bonds and licenses.
  • Reviews building plans for compliance with basic or standardized planning requirements.
  • Issues permits for specific types of construction; issues other permits as required, following specific guidelines.

Experience:
One year of experience in reviewing building plans and processing building permits and inspection reports at a level equivalent to the County's class of Development Technician II.

The County of El Dorado is recruiting applicants for Sr. Development Technician. This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
