Job Description:
NDBF is seeking a teammate who wants to apply their accounting and process management knowledge to make a difference in our agency's day-to-day operations. The NDBF Business Manager is a person who will manage standards and complete approvals across various accounting, records, inventory and physical location related processes, and directly supervise two staff in accomplishing that mission. This position is critical to the ongoing operations and forward-looking strategic planning for NDBF's processes, budget and related funds. They will work with staff and leadership throughout the department to ensure that all enterprise processes deliver the greatest value for the department, its teammates and aligns with the NDBF Vision: To make Nebraska the most trusted financial home for people and business.

Job duties
• Direct supervision of administrative accounting and records management staff.
• Oversee agency accounting and administrative functions including accounts payables and receivable and their reconciliation both daily and monthly, inventory, records management, procurement, risk management, contracts, office and facilities management.
• Preparation and presentation of the agency biennial budget to NDBF leadership as well as the Budget Division and Governor's Office.
• Analysis and review of agency budget and expenditures; monitor status of cash funds; ensure fiscal control of revenue and receivables and proper program disbursement and other expenditures; financial report preparation, including preparation of Legislative fiscal notes.
• This position is the primary Agency contact with the Governor's Budget Office, Legislative Fiscal Office, and Auditor's Office.
• Develop, review and maintain internal control and reporting systems such as inventory, procurement, and records management.
• Monitors the effectiveness of program-related forms, applications, and public documents, and recommends changes based on law, rule/regulation, procedure, or guideline changes.
• Manages the day-to-day office business activities, including coordination of other office reception activities in person and on the phones.
• Minimal travel required as needed.
Requirements / Qualifications
Minimum Qualifications: Bachelor's degree in business administration, accounting, finance or related field plus four years related experience, two of which must be in a responsible supervisory capacity. Related work experience may substitute for the Bachelor's degree requirement on a year-for-year basis.
Preferred Qualifications: Bachelor's degree in business administration, accounting, finance, or related field plus four years' experience to include any combination of budgeting, fiscal monitoring, accounting, procurement, inventory, and supervising staff. CPA will be helpful but is not required. Any combination of training and/or experience that will enable the incumbent to process the required knowledge, abilities, and skills will be considered which include interpreting and analyzing financial data.
Other: This position requires travel. As such, the incumbent must be able to present a valid driver's license or another form of reliable transportation. Regular and reliable attendance is required.
Knowledge, Skills and Abilities
Knowledge of: Awareness of the principles and practices of accounting theory and double entry accounting concepts and procedures; generally accepted accounting principles (GAAP); accounting systems; the methods of filing and maintaining accounting records; word processing and spreadsheet computer software programs; federal and State laws, regulations, and policies governing work assigned; office management and record keeping methods and practices; administrative report preparation practices; research and administrative survey techniques; work planning and organizing.
Ability to: learn and apply the principles and concepts of specific agency programs, regulations and procedures of an accounting system; apply GAAP practices and standards; classify accounting transactions, maintain, and reconcile accounts; communicate with agency staff and the public to provide and elicit information; extract data from established accounts and prepare accounting reports and financial statements; review accounting documents for completeness and conformance with specific requirements and to take the appropriate corrective action when necessary; design reports and financial statements; compute and compile financial data involving the use of basic math and statistical operations; interact with agency leadership, internal teams, financial service providers, and the public to gain their cooperation and to establish work relationships; formulate and recommend modifications to operational directives to attain agency goals and recommend solutions to problems; identify and interpret program-administrative requirements, policies, and regulations to provide guidance and advice; organize and present facts and opinions to managers and groups.
