In 2016, the Commonwealth of Virginia selected a Cintra-led consortium to finance, design, build, operate and maintain the express lanes on Interstate 66 Outside the Beltway. The project will transform this critical Northern Virginia artery to relieve congestion, improve safety and provide more predictable travel times. The project corridor extends approximately 22 miles along Interstate 66 from the Capital Beltway (I-495) to Gainesville (US Route 29). Once completed, the project will include three toll-free general-purpose lanes in each direction and two express lanes in each direction with a state-of-the-art open-road electronic toll collection system. Expanded transit service, park-and-ride lots and interchange enhancements will further improve travel along I-66. The project will also connect several shared use paths to create more multimodal options. As an innovative and efficient public-private partnership, this project will be completed at a $2.5 billion net savings for the Commonwealth of Virginia.

Job Description:
The Senior Traffic and Revenue Engineer is responsible for optimizing the performance and financial outcomes of tolled highway system, I-66 Express Outside the Beltway, through the application of traffic modeling/forecasting, pricing strategies, and customer analytics. This role involves analyzing large datasets, implementing various analyses to enhance decision-making for toll pricing and traffic management. The Senior Traffic and Revenue Engineer collaborates closely with other departments of I-66 Express Mobility Partners and its stakeholders to ensure efficient operations of managed lanes and contributes to long-term planning by assessing traffic patterns, revenue risks, and customer behavior trends.
Essential Duties and Responsibilities:
Process large datasets using programming languages for traffic and revenue analysis
Create and maintain interactive dashboards in PowerBI and Tableau to visualize traffic and revenue performance
Conduct statistical analyses to monitor and evaluate customer behavior, travel demand, and toll prices
Develop traffic and revenue forecasting models leveraging historical data
Use predictive analytics to inform pricing strategies
Utilize dynamic pricing strategies to adjust toll rates in real-time based on traffic conditions, demand, and other factors
Support decision-making with stakeholders through clear communications of data-driven insights and recommendations
Prepare memos and reports outlining traffic and revenue patterns to inform management and stakeholders.

Education & Experience:
BS in Transportation Engineering, Data Science, Economics or a related field. A Master's degree or higher is preferred.
3+ years of experience in forecasting, data analytics, transportation modeling, or transportation infrastructure management projects with a focus on traffic and revenue preferred.
Experience with dynamic pricing models and revenue optimization strategies is preferred.
Proven track record in analyzing large datasets and performing statistical analyses to inform decision-making is preferred.
In-depth knowledge of transportation systems, traffic flow theory, and managed lanes is preferred.
Professional Qualities:
Excellent written and verbal communication skills, with ability to prepare memos and present complex data in a clear manner
Strong problem-solving skills and ability to work in fast-paced environment
Ability to prioritize tasks effectively and manage multiple projects
Detail-oriented; ability to ensure accuracy and thoroughness in analyses and reporting.
Computer Skills:
Advanced proficiency in Python, R, and/or SQL for data processing and analysis required
Proficiency in data visualization tools such as PowerBI, Tableau, and creating interactive dashboards required
Familiarity with statistical analysis and optimization techniques preferred
Exposure to GIS software preferred
