Job Description:

SUMMARY: Assists with managing and directing financial activities for the Tribe which includes budgeting, accounting, auditing, and financial analysis. Has input for the development of financial policies and procedures along with ensuring compliance with the policies and procedures. Advises and assists accounting staff with reconciliations, journal entries, fixed assets, and related financial functions assuring that transactions comply with Generally Accepted Accounting Principles (GAAP).

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

  • Reviews accounting system and financial activities for the Tribe. Advises and assists financial staff.
  • Reviews and analyzes financial data for trends or anomalies. Prepares reports to provide to management.
  • Assists financial staff in confirming accuracy and compliance of systems and activities.
  • Assists with coordinating, monitoring, and verifying General Ledger Balance Sheet account balances. Reconcile assigned GL account balances.
  • Assists in providing guidance to tribal departments for analysis of revenue and expense items for their respective programs.
  • Assists with preparing and posting journal entries for various financial transactions including banking, payroll, revenue matching, indirect costs, health clinic activity, and other miscellaneous activities as needed.
  • Assist with reconciling general ledger accounts, bank statements, and long-term debt balances.
  • Assists in maintaining and overseeing the Tribe's insurance policies for property and liability.
  • Assists with maintaining records of fixed assets, capital asset files, depreciation, and disposal as needed. Coordinates year-end physical inventory.
  • Assists with year-end audits.
  • Performs other work as requested. Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES: This position has no supervisory responsibilities.

  • Strong knowledge in Governmental GAAP and Fund Accounting.
  • Strong computer skills to include integrated accounting software. Proficient in Excel spreadsheet and Word.

  • Ability to deal sensitively with confidential material.
  • Strong organizational, multi-tasking, prioritizing skills with attention to details and follow through to resolve any outstanding issues.

EDUCATION and/or EXPERIENCE: Master's Degree in business, accounting, or financial related field with a minimum of 20 semester or 30 quarter credit hours in accounting and two years of professional accounting, budgeting, financial management, auditing, or related experience. One year of the experience should be for a non-profit, governmental, or tribal organization. OR, Bachelor's Degree in business, accounting or financial related field with a minimum of 20 semester or 30 quarter credit hours in accounting and four years of professional accounting, budgeting, financial management, auditing, or related experience. One year of the experience should be for a non-profit, governmental, or tribal organization.

Note: Financial positions must be bondable.

LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS: Applicants will be required to complete a basic accounting test with a passing score. Copies of transcripts evidencing accounting coursework will be required.

The applicant may occasionally be required to lift up to twenty-five pounds and frequently lift up to ten pounds. Specific vision abilities required by this job include close vision, (clear vision at 20 inches or less); color vision (ability to identify and distinguish colors) and ability to adjust focus (ability to adjust the eye to bring an object into sharp focus). This job entails a lot of close up reading, interpreting, keying, and writing. Focus must shift easily from flat surface to computer screen and vice versa.

The employee may occasionally work near mechanical parts and be exposed to fumes or airborne particles; the noise level in the work environment is usually moderate. Normal office noise including printers; occasional fieldwork for fixed assets may include outside noises.
