ABOUT THE POSITION
The County of Riverside's University Health System - Medical Center department seeks a Patient Access or Patient Business Services Supervisor to join their Admitting team. Under general supervision, the incumbent will manage staff, track staff productivity and registration timeliness, assign and reassign areas as needed, creating and managing employee schedules and time off requests, handle staff and patient concerns; plans, organizes, coordinates, and supervises the staff and day-to-day operations of a patient access or patient business services function at the Riverside University Health System, and performs other related duties as required. This position is located in Moreno Valley.
The ideal candidate will have the following:
- Recent professional experience with EPIC Patient Accounting System
- Recent professional experience with patient registration
- Recent professional experience with/ability to problem solve issues, resolve conflict, and issue disciplinary actions, as needed

- Comfortable working with and leading a team
This position has a 5/40 schedule with some weekends; this position will be a night shift (shift hours will be determined at a later time).

EXAMPLES OF ESSENTIAL DUTIES
•Supervise the activities and day-to-day operations of one or more patient access or patient business services/revenue cycle functions: admitting, insurance billing, charge description master, clinic registration and scheduling, cashiering, revenue cycle/collection, provider relations, patient eligibility, and financial counseling at RUHS; review and evaluate policies and procedures in terms of RUHS goals.
•Assist in developing, updating, and implementing policies and procedures to ensure the most efficient methods of achieving patient access or revenue/patient business services goals and objectives, including admitting patients, billing fiscal intermediaries, and maximizing collections of delinquent accounts.
•Evaluate work performance and progress of subordinate employees; develop and implement comprehensive training programs for division personnel; perform or review patient financial evaluations and recommend payment and free care arrangements as appropriate.
•Provide technical guidance to staff on the most difficult and complex work of unit; coordinate the work of units supervised with other RUHS departments, County departments, and external fiscal intermediaries to ensure the accurate flow of information and to solve mutual problems.
•May participate in contract negotiations with fiscal intermediaries; analyze and prepare a variety of detailed financial and statistical reports.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a Bachelor's degree, preferably with major coursework in business, public, healthcare, or hospital administration or a closely related field. (Additional journey level experience related to patient access or revenue cycle or patient business services function in a hospital or health care agency may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience).
Experience: One year of supervisory experience over a patient access or revenue cycle or patient business services function, including billing, collections, admissions, or financial counseling activities in a hospital or health care agency.
Knowledge of: The principles and practices involved in insurance billing, admitting and registration, provider relations, revenue cycle, and credit and collection activities; laws, rules, regulations, and policies affecting patient access and revenue cycle functions; the principles and techniques of supervision, staff utilization, and training.
Ability to: Organize, coordinate, and supervise the work of subordinate staff; develop instructional materials; analyze situations and recommend appropriate actions; establish and maintain effective working relationships with medical staff, fiscal intermediary representatives, and others; prepare clear and concise oral and written reports.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
