Illinois International at the University of Illinois Urbana-Champaign has an opening for an Associate Director for Human Resources.
Illinois International refers to the Office of the Associate Chancellor and Vice Provost for Global Affairs and Strategies, its shared services functions, and its reporting units. We are dedicated to supporting campus internationalization through administrative, academic, and programmatic services and initiatives. Primary Position Function/Summary:
Manage and oversee human resource (HR) operations for all Illinois International units. Serve as a member of the Senior Management Team providing leadership and guidance on HR matters.
Statement of Duties & Responsibilities:
Human Resources Operations
Lead and manage HR operations for all employee groups, including recruitment, hiring, onboarding, employee relations, recognition, professional development, and exit processes.
Serve as the primary contact for the Office of Access and Equity (OAE) on hiring activity and act as a Department Classifier.
Organize professional development and HR-related training for Illinois International staff.
Develop, implement, and manage internal onboarding, orientation programs, exit interviews, and retention strategies.
Serve as the liaison for units on interpreting and applying policies related to payments and immigration for international employees and scholars.
Employee Relations and Organizational Health
Conduct proactive staff outreach to improve organizational health and culture.
Advise directors and supervisors on employee performance, morale, discipline, and terminations in collaboration with campus offices.
Serve as an Intake Specialist for employee concerns.
Diversity, Equity, and Inclusion
Provide leadership on diversity, equity, and inclusion (DEI) initiatives, and Affirmative Action practices.
Serve as a Diversity Advocate, actively listening to faculty, staff, and community members to address concerns and assess DEI effectiveness.
Serve as an ex-officio member on the Illinois International DEI committee, which is responsible for implementing the unit's DEI plan.
Policy Development and Compliance
Provide strategic input on HR policies and procedures, ensuring compliance with federal, state, university, and campus regulations.
Stay current with HR laws and recommend necessary internal policy changes.
Communicate and implement policy updates across all units.
Campus Representation and Collaboration
Represent Illinois International in HR-related committees and meetings, including the Academic/HR Caucus, BMG-HR Committee, and Academic Search Process.
Serve as a primary liaison to key campus offices, including the Provost Office, Office of Business and Financial Services, and Illinois Human Resources.
Labor and Employee Relations
Advise employees and supervisors on labor and employee relations laws, including FMLA, ADA, Workers' Compensation, and other leave options.
Ensure compliance with positive time reporting, academic vacation/sick leave reporting, and other relevant policies.
Strategic Planning and Budgeting
Develop an annual HR operational plan and contribute to the annual budget process.
Manage personnel-related budget matters and supervise support staff, including hiring, training, and delegation of tasks.
Required Qualifications:
Bachelor's degree in human resources, leadership and organizational development, public administration, labor relations, business administration, or a field related to position.
Three years of work experience performing professional-level human resources, including search and hire practices, appointment processing, and training.
Experience providing high quality customer service to diverse clients.
Experience developing or supporting DEI programs.
Preferred: (Successful candidates will have):
Experience in the use of administrative systems such as Banner, HRFE, JDXpert, Cornerstone, PARIS, ANA, Tracker I-9, Data Warehouse, Business Objects, and common computer applications.
Knowledge, Skills, and Abilities (KSAs):
Working knowledge of business and human resources policies and procedures.
Extensive knowledge of principles and procedures used in human resources.
Extensive knowledge of federal and state laws, rules, and/or regulations affecting public human resources administration; ability to develop a broad knowledge of those of the employing institution.
Skill in reviewing and formulating/revising human resources policies and procedures.
Results-oriented with strong organizational and time management skills.
Excellent interpersonal skills, strong oral and written communication skills, the ability to interact with a broad array of internal and external constituents.
Ability to concurrently manage multiple priorities.
Ability to plan, supervise, and evaluate the work activities of others.
Ability to tactfully handle situations involving employee performance/discipline with utmost discretion and professionalism.
Must be able to clearly demonstrate traits that include concern and respect for individual, integrity, credibility, good judgment, dependability, accountability, and the ability to make good decisions.

Civil Service employees may earn up to 28 days of vacation leave per year, depending on length of service. The University offers 11 annual paid holidays , 12 cumulative sick leave days, plus an additional 13 non-cumulative sick leave days, if needed, each year. Appointment Information
This is a 100% full-time Civil Service 5020 - Human Resource Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after the close date. The salary for this position is competitive and based on qualifications, experience, and internal equity within Illinois International. The budgeted salary range is $80,000 to $90,000.
