Job Description:

Title: Director, Environmental and Social Performance (ESP)

Location: Washington DC or Remote



Introduction:

Mindseeker is looking for a Director of Environmental and Social Performance (ESP) to join the Mindseeker Team and support the Millenium Challenge Corporation (MCC). MCC has contracted with Mindseeker for the provision of Personal Services Contractor (PSC) staffing to selected areas of the agency. The Director of Environmental and Social Performance (ESP) will report to MCC's Global Practice Leader for Environmental & Social Performance and serve as a member of MCC's ESP Practice Group.



Major Duties and Responsibilities:


  • Evaluate the environmental and social performance of MCC-funded activities, including infrastructure projects across multiple sectors, and identify opportunities for enhancing project design and implementation. Support and ensure integration of environmental, climate and social considerations and good international practice into project design and implementation.

  • Oversee MCC program development and implementation activities to ensure they are consistent with the MCC Environmental Guidelines, International Finance Corporation's Environmental & Social Performance Standards, and other international best practices.

  • Review project-related documents including environmental, climate and social assessments and management plans, infrastructure construction bidding documents, work plans, and ensure environmental, climate and social considerations are factored into the design, feasibility, implementation, timing, and costs of Compact activities, including infrastructure projects across multiple sectors.

  • Conduct, direct, and/or evaluate complex environmental, climate and social assessments and analyses, management plans, and resettlement action plans, especially as related to large infrastructure projects.

  • Manage consultants, and inter-agency agreements to ensure that environmental and social-related deliverables and work products are acceptable. Prepare and/or review terms of reference, budgets, timelines and cost estimates for ESP-related procurements for civil works and consultant services and provide contract and project management support.

  • Undertake regular site visits to MCC partner countries in support of project development and implementation.

  • Enhance and develop the capacity of MCA partners and MCC staff to manage environmental, climate and social risks, impacts and opportunities throughout project development and implementation.

  • Contribute to ESP Practice initiatives, provide intellectual leadership, and mentor junior ESP staff.

  • Represent MCC to and collaborate with a variety of stakeholders including other US Government agencies, NGOs, international development organizations, senior officials within the U.S. and MCC partner country governments and strengthen partnerships to enhance project results.

  • Keep abreast of current thinking, approaches, policies and regulations related to relevant environmental, climate and social issues.

  • Perform other duties as assigned.




Minimum Qualifications:

  • Advanced degree (accredited Masters, Ph.D., etc.) in a related discipline

  • 15+ years of experience in the field of environmental and/or social assessment, management and monitoring or a related field in developing countries.

  • 15+ years of experience undertaking comprehensive technical analysis of environmental and social risks and impacts, particularly of large infrastructure projects, and providing effective communication to enhance the design and implementation of development projects.

  • 10+ years of experience representing an organization effectively and authoritatively on complex environmental, social, climate, and/or sustainability technical matters with entities including foreign governments, donors and development institutions (DFIs), private sector actors, multi-lateral organizations, and non-governmental organizations (NGOs). This includes representing one's institution at national or international events.

  • 10+ years of experience with developing and managing project budgets.

  • 10+ years of experience managing consulting contracts and contractors, including drafting scopes of work, managing level-of-effort against available budget, reviewing deliverables and indicating needed improvements in actionable terms.

  • Broad international development experience, including management and/or leadership roles.

  • Demonstrated excellent inter-personal communication and negotiation skills and ability to work cooperatively and productively in multidisciplinary and multicultural teams with other technical experts in diverse fields, foreign government officials and other stakeholders.

  • Candidate must be a US Citizen




Preferred Qualifications:

  • Fluency in French




Work Environment:

  • Candidate must be able to work in a hybrid office setting in Washington, DC, including regular days in the office at MCC HQ combined with telework. Fully remote work may be considered for a well-qualified candidate.

  • International and/or domestic travel is required, which may include countries with limited infrastructure and physically challenging environments.




Suitability Requirements:

  • All Mindseeker employees supporting MCC must be able to pass a thorough MCC background investigation, including credit and reference checks, prior to starting.
