Job Description:

Under guidelines established by the Connecticut Department of Mental Health and Addiction Services (DMHAS) and the Yale Department of Psychiatry, serves as the chief executive officer (CEO) of the Connecticut Mental Health Center, a facility of DMHAS, operated in collaboration with the Yale Department of Psychiatry under the terms of a State-University memorandum of agreement. The CEO reports to the Commissioner of DMHAS or his/her designee regarding patient care services and to the Chair of the Yale Department of Psychiatry regarding research and education. The CEO plans, develops and directs the clinical, educational and research programs of the Connecticut Mental Health Center in accordance with the policies established by the Commissioner and the Chair.

Duties and Responsibilities

  • Provide high level leadership to the integration of the Center's multiple, complex missions, including strategic planning and overall direction of the Center's clinical, educational and research programs and activities.
  • Promote and advance strategies for State-University-Community partnership.
  • In collaboration with senior leadership of the Center, promote continuous, open communication between DMHAS and Yale University to maximize opportunities for synergy and innovation, to leverage resources in mutually beneficial ways, and to proactively address issues and challenges that arise in its joint governance.
  • Assure regular and timely review and update of the mission statement of the Center, in collaboration with Center governance, and with the input and advice of key constituents and community stakeholders.
  • In collaboration with the Center's senior leaders, oversee the development of annual Centerwide Performance Improvement Goals as well as the plans related to addressing these goals.
  • Report to the Chair of the Department of Psychiatry regarding research, training and faculty/academic affairs and attend the departmental Executive Committee meetings.
  • Attend DMHAS leadership meetings, including the state-operated facilty CEO meetings.
  • Chair the Clinical Operations Meeting of the Center.
  • Chair the Center's Senior Leadership Group (governing body).
  • The CEO will seek council from and meet regularly with an advisory group of clients and peer staff.
  • Develop, monitor and evaluate education, research and clinical programs.
  • Insure conformance with statutory, regulatory and accreditation requirements, including The Joint Commission accreditation standards for Hospitals and Behavioral Health Care and Centers for Medicare and Medicaid Services Standards for Psychiatric Hospitals.
  • Insure that the non-clinical, non-hospital parts of the Center (such as The Consultation Center, Program for Recovery and Community Health, Ribicoff Labs, and the Division of Substance Abuse) receive appropriate administrative and operational support from the Center and, in collaboration with the Center's Chief Operating Officer and the Department of Psychiatry, assure adherence to applicable DMHAS administrative, financial, and contractual requirements.
  • Together with the Center's Chief Operating Officer is responsible for:
    • directing the preparation and execution of the Center's operating and capital budgets;
    • overseeing the programs, activities and financial management of the CMHC Foundation;
    • assuring the safety and responsible management of the Center's physical plant;
    • overseeing Human Resource and Labor Relations functions for DMHAS and Yale employees working at the Center;
    • assuring responsible management oversight of the DMHAS-Yale staffing contract for the Center.

  • Together with the Center's Medical Director (Chief Medical Officer) is responsible for the recruitment and mentorship of faculty psychiatrists.
  • In conjunction with the Department of Psychiatry, oversee faculty appointments, re-appointments and promotions within the Center.
  • Represent the Center on local, regional and statewide planning and advisory bodies.
  • Collaborate and strengthen relationships with local public and private nonprofit provider organizations and, in collaboration with the Community Services Network Director, oversee and coordinate the local system of DMHAS-funded nonprofit provider agencies.
  • Plan and collaborate with representatives of City of New Haven government using population health strategies to improve community health and wellbeing and to maximize service integration and coordination efforts.
  • Engage with and honor the work of grassroots community initiatives, organizations, and coalitions.
  • Advance best practices in tele-mental health and other technologies to improve clinical care and decision-making.
  • Advance the Center's commitment to and engagement in Diversity, Equity, Inclusion and Belonging, as well as Anti-racist practices, including expanding workforce and faculty diversity at all levels, reducing institutional tolerance for harmful behavior, focusing on health equity in the provision of clinical care, and ensuring a welcoming workplace and care environment for all persons.
  • Develop and strengthen leadership capacity of faculty, staff, and trainees who are underrepresented in medicine.
  • Foster an environment of teaching and learning at all levels, including formal and informal training programs, workforce training, and community education.

Qualifications

Education and Training

  • As required by the Yale-State Memorandum of Agreement, "the University shall nominate from its faculty or recruit for its faculty a qualified psychiatrist having the rank of Professor or Associate Professor to serve as Director" (position title was updated to CEO a number of years after the MOA was executed).

Knowledge, Skills and Abilities

  • Considerable knowledge of public sector behavioral health service system policies and services;
  • Considerable knowledge of principles and practices of public sector behavioral health care administration, leadership and management;
  • Considerable ability to integrate fiscal/budgetary considerations and externally imposed human resource management requirements with program planning and service system development at the institutional and local service system level;
  • Knowledge of and experience with leadership oversight of health care facility accreditation standards and compliance requirements;
  • Considerable ability to engage in collaborative service system planning and program development initiatives;
  • Considerable ability to exercise executive-level leadership of budget and financial management functions in a health care organization;
  • Considerable ability to exercise executive-level leadership of human resource management and labor relations functions in a health care organization;
  • Knowledge of facility management, capital project planning and management, and safety program requirements for health care facilities;
  • Considerable knowledge of graduate medical education programs in clinical and clinical research settings;
  • Knowledge of APA accredited psychology internship programs in clinical and clinical research settings;
  • Considerable knowledge of medical school faculty recruitment and retention including the appointment, reappointment and promotion process in clinical and clinical research settings;
  • Demonstrated knowledge and ability to exercise executive-level leadership and management in a highly complex health care organization with multiple missions and two parent organizations;
  • Demonstrated leadership skills about and a commitment to the promotion of DEIB and anti-racist practices; and
  • Demonstrated leadership skills about and a commitment to collaborating with community-based organizations, local government and grassroots community groups.
