Position Description

Primary purpose:

  • This role will be that of a Project Support and Program Development (PSPD) professional assigned to lead a portion of the Contractor Safety Department in solving problems and resolution of program and EHS issues at sites within all of the KM organization. The Supervisor of PSPD will travel and spend a significant amount of time at KM Contractor roundtables, one-on-one support sessions, projects and facilities usually addressing and resolving issues around the current Contractor Safety Program with contractors and internal customers. The Supervisor will be responsible for the implementation and maintenance of the program compliance, improvements and process work flows. The Supervisor will be responsible for supervising various program implementations in regards to Procurement and Administration, Insurance, ISN, OSHA, EPA and Kinder Morgan policies.
Essential duties and responsibilities:


  • Serve as the Supervisor to Subject Matter experts in a designated area by advising managers, employees and contractors in the application of corporate Contractor Safety Program (CSP) processes, procedures and EHS regulations.

  • Responsible for supervising compliance monitoring of Contractor programs related to Environmental, Health and Safety requirements (OSHA 1910, 1926) and PSM/RMP programs for applicable company assets.

  • Engender and lead all aspects of the CSP awareness, trust and commitment by building on existing culture and program strengths. Connect with the internal and contractor workforce to communicate the importance of the CSP and positively influence program compliance with corporate objectives, policies and procedures.

  • Facilitate and supervise root cause analyses of reported incidents such as: near misses, personal injury, or vehicle collision regarding contractor issues as requested.

  • Present a positive image of CSP and foster cooperative relationships, motivating and influencing individuals to value and take personal ownership of the program.

  • Provide expertise and guidance to Contractor Safety Technical Work Group (TWG) Teams for improved coordination, focus and effectiveness.

  • Maintain a comprehensive understanding and provide direction to group regarding applicable regulatory standards, guidelines, and requirements.

  • Work directly with Operations, Engineering, EHS and Project Management Teams to address CSP concerns consistently supporting defined procedures and policies.

  • Provide oversight of the process regarding the Assessment, Advisement and Auditing programs.

  • Conduct informal and formal assessments of all CSP programs to include the audit process.

  • Assist Operations personnel with implementation of CSP elements.

  • Observe work sites to ensure proper CSP program implementation to include EHS procedures are followed.

  • Focus of oversight and supervision on the following areas:

    • Major Projects Safety Inspectors

    • Quality Assurance & Quality Control ISN

    • Operational safety inspection (where needed)

    • Contractor HELP sessions

    • ISN / Contractor Safety Program User Trainings

    • Inspector Training Program

    • Working knowledge of Procurement and Administration Process (Contracts, Insurance)




  • Inform operations and Sr. Management of violations of CSP program requirements to include EHS regulations and codes, make recommendations for correction, and provide follow-up to ensure implementation and monitor effectiveness.

  • Develop, coordinate and approve CSP related training.

  • Assist with development, implementation and delivery of CSP / EHS training.

  • Lead effort for EHS training content and curriculum; for the CSP staff. Provide EHS Subject Matter Expertise to the Performance Development and Training Team to ensure EHS training curriculum meets necessary company and regulatory compliance requirements.

  • Participate in emergency response planning, preparation and efforts.

  • In an emergency, identify potentially hazardous situations and recommend appropriate corrective measures.

  • Assume any role within the Incident Command System during emergency response exercises, drills and events.

  • Office activities will include;

    • Review documents and preparing resolution strategies

    • Providing written documentation of site issues and resolution strategies

    • Providing written reports documenting ( with pictures) activities, before and after issues

    • Other daily, weekly, and monthly duties, and special projects, as assigned

    • Managing actions to completion with firm timelines, and deliverable dates




Position Requirements

Minimum requirements:

Education:


  • High school diploma or equivalent, with some college is required.

  • Associate's degree, or some college, Safety, Environmental or Health, Business, Accounting or a related discipline is required.

  • Bachelor's Degree in Safety, Security, Environmental or Health related discipline is preferred.

Experience / specific knowledge:

  • 5-7 years direct work experience in related job functions is preferred.

  • Solid knowledge of financial terms and principles.

  • Demonstrated proficiency in OSHA safety compliance, and EPA's Risk Management Program, spill containment and waste management programs.

  • Ability to write clearly and concisely for different types of audiences, deliver a presentation clearly and persuasively.

Certifications, licenses, registrations:
  • OSHA 30 Hour in Construction or General Industry.
Competencies, skills, and abilities:

  • Intermediate proficiency with Microsoft applications (including but not limited to Word, Excel, Outlook, SharePoint, PowerPoint) for the purpose of word processing, spreadsheets and information retrieval.

  • Strong reading, listening and analytical skills and logical thought processes, with the ability to identify and resolve complex issues/problems.

  • Must possess and regularly demonstrate excellent communication and customer service skills.

  • Ability to successfully organize and perform multiple tasks simultaneously, frequently under strict deadlines.

  • Ability to analyze events at the transaction level, and apply sound and consistent resolutions to such events.

  • Ability to write routine reports and correspondence.

  • Must be able to maintain confidentiality.

  • Ability to actively and positively contribute to Facilities team strategies.

  • Ability to successfully perform the required and expected duties with little direct supervision.
    • Ability to work with a team, take direction from supervisor(s), focus attention on details, follow work rules and adhere to established work schedules.


Physical demands:

  • Sit for prolonged periods of time (office environment)

  • Walk job sites that may have large area, rough terrain and in adverse weather conditions.

Working conditions:

  • Modern office location in Houston, TX.

  • Hybrid work schedule option.

  • Job level commensurate with experience and skill sets.

  • The successful candidate will be required to clear a drug screen and a complete background check, including credit report, after an offer has been extended and prior to being employed.

  • Must possess and maintain a valid driver's license and a driving record satisfactory to the company and its insurers.

  • Travel up to 40%.

Supervisory responsibility:

  • Indirect responsibilities over employees and contracted safety inspection.
Preferred education, experience, certifications, competencies, skills, and abilities:
Above the minimum requirements; not required but advantageous in this position:

  • Progressively responsible administrative responsibilities, specific to contract management/administration and/or risk management/insurance field, are highly desirable.

  • Experience conducting statistical analyses of data is helpful.
